AGENDA ITEM: Resolution Reappointing a Member to Serve on the City of Prior Lake
Economic Development Authority
RECOMMENDED ACTION:
Approval of a resolution reappointing Kim Prchal to serve on the City of Prior Lake Economic
Development Authority (EDA).
BACKGROUND:
The Prior Lake EDA is comprised of five commissioners; two commissioners from the city council
and three commissioners appointed from the public.
EDA commissioners serve six year overlapping terms beginning January 31st and ending
December 31st. Commission members may serve additional terms upon approval by the Prior
Lake City Council.
The current term of EDA President Kim Prchal will expire on December 31, 2026; Ms. Prchal has
expressed interest in serving another term on the EDA.
Current Circumstances
Section 3.4.1.1 of the EDA bylaws states, if a commissioner appointed from the public reaches
the end of a term and is eligible for reappointment, one commissioner from the city council and
commission president, or commission vice president in the event the president position has
reached the end of a term, shall determine if eligible incumbents shall be put forward for
reappointment or if the vacancy shall be opened for public application.
City councilor / EDA commissioner Braid and EDA vice president Boucher-Hoese have
recommended the reappointment of Kim Prchal.
FINANCIAL IMPACT:
Per meeting compensation is paid to commissioners and is included in the 2027 budget.
ALTERNATIVES:
1. Motion and second, as part of the consent agenda, approving a resolution reappointing
Kim Prchal to the City of Prior Lake Economic Development Authority.
2. Remove this item from the consent agenda for additional discussion.

RESOLUTION 26-
A RESOLUTION REAPPOINTING A MEMBER TO SERVE ON THE
CITY OF PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY
Motion By: Second By:
WHEREAS, the current term of Economic Development Authority (EDA) President Kim Prchal will
expire on December 31, 2026; and
WHEREAS, the EDA Bylaws allow for reappointment of commissioners who reach the end of their
term provided one commissioner from the city council and commission president, or
commission vice president in the event the president position has reached the end of a
term, determines the eligible incumbent shall be put forward for reappointment or if the
vacancy shall be opened for public application; and
WHEREAS, Kim Prchal has expressed interest in serving an additional six-year term on the EDA;
and
WHEREAS, city councilor / EDA commissioner Braid and EDA vice president Boucher-Hoese have
recommended Kim Prchal be put forward for reappointment; and
WHEREAS, the city council considered and approved the recommended reappointment of Kim Prchal
to another term on the EDA on September 8, 2026.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein as if fully set forth.
2. That the following individual is appointed to fill the following term on the City of Prior Lake
Economic Development Authority:
