AGENDA ITEM: Resolution Approving Transfer from the Public Safety Special
Revenue Fund
RECOMMENDED ACTION:
Adopt a resolution approving transfer of funds from the public safety revenue fund to the general
fund for a site study related to a future public safety training facility.
BACKGROUND:
The City of Prior Lake has been a contributing partner among other Scott County entities in the
funding and use of the Regional Training Facility (RTF) currently located in Jordan Minnesota.
Over the last 3 years it has been determined that the public safety training needs are greater than
the facility in Jordan can responsibly sustain and support long term.
Currently the City and the SMSC are partnering in discussions surrounding a parcel of land in the
area of CH 17 and 160th St NW and its possible use for a public safety training facility on the
property among other uses. In addition, land owned by the SMSC just north of the intersection is
also being discussed as a possible site for a public safety and private SMSC joint venture for
firearms range use.
The purpose of these funds will be to engage architects and engineers with the firm Leo A Daly
to study the site for applicability and feasibility to locate and build such public safety training
facilities. Leo A Daly has completed previous site reviews for the existing RTF and are familiar
with the components desired in a new facility.
FINANCIAL IMPACT:
A total of $ 16,000 will be transfered from the Public Safety Special Revenue fund to the General
Fund to account for these expenditures.
ALTERNATIVES:
1. Motion and second, as part of the consent agenda, to approve the transfer of funds.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

A RESOLUTION APPROVING TRANSFER FROM THE PUBLIC SAFETY SPECIAL REVENUE FUND
Motion By: Second By:
WHEREAS, the City of Prior Lake continues to support public safety as a key pillar of our community;
and
WHEREAS, current and future training needs for public safety necessitate facilities that are beyond
what the Regional Training Facility site in Jordan can sustain; and
WHEREAS, the City of Prior Lake and the SMSC have identified land that may support facilities to
meet current and future public safety needs; and
WHEREAS, in order to determine feasibility of land suitability for this use, site study work is needed;
and
WHEREAS, funding for these items will have no budgetary impact to the General Fund due to the
availability of State of Minnesota Public Safety Aid monies.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
as follows:
1. The recitals set forth above are incorporated herein.
2. Funding for this purchase shall be accomplished using State of Minnesota Public Safety Aid monies
disbursed to the City of Prior Lake in 2023. A $16,000 transfer from the Public Safety Special Revenue Fund
270 to the General Fund 101 is authorized to fund this payment.
