AGENDA ITEM: Resolution Ratifying the Purchase and Installation of a High
Service Pump for the Water Treatment Plant
RECOMMENDED ACTION:
Adopt a resolution ratifying the purchase and installation of a high service pump at the water
treatment plant.
BACKGROUND:
The Prior Lake water treatment plant has three (3) high service pumps to distribute treated water
throughout the City’s water supply system. On August 27, 2026, one of these high service pumps
failed and has been offline ever since. In order to provide the necessary redundancy of critical
equipment at the plant, and to continue operating as efficiently and effectively as possible, staff
solicited and received the following quotes to do an emergency replacement of the failed pump:

Keys Well Drilling $43,485
Traut Companies $48,780
Bergerson-Caswell, Inc. $52,297
Because this is an emergency repair to critical infrastructure, and after discussing with the City
Manager, Keys Well Drilling was given a notice to proceed by city staff, consistent with the City’s
purchasing policy. As a formality, staff is now asking City Council to ratify the purchase and
installation of the new high service pump at a cost of $43,485.
FINANCIAL IMPACT:
There is sufficient funding in the 2026 Water Utility fund to pay for this emergency repair (account
601-49400.00-54010.63 Maint Agreements Water Distribution).
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution ratifying the
purchase and installation of a high service pump at the water treatment plant.
2. Motion and second to remove this item from the consent agenda for further discussion.

RESOLUTION 26-
A RESOLUTION RATIFYING THE PURCHASE AND INSTALLATION OF A HIGH SERVICE
PUMP AT THE WATER TREATMENT PLANT
Motion By: Second By:
WHEREAS, the Prior Lake water treatment plant has three (3) high service pumps to
distribute treated water throughout the city’s water supply system; and
WHEREAS, on August 27, 2026, one of the pumps failed and has been offline ever since;
and
WHEREAS, the system requires redundancy for critical equipment and cannot function
effectively and efficiently with only two pumps; and
WHEREAS, the following quotes for an emergency pump replacement were solicited and
received by staff:

Bergerson-Caswell, Inc. $52,297
and
WHEREAS, sufficient funds are available in the Water Utility Fund for this emergency repair.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council ratifies the emergency purchase and installation of a high service pump
at the water treatment plant, at a cost of $43,485.
3. The cost of the work shall be paid from the Water Utility Fund (601-49400.00-54010.63).
