Two Rooftop HVAC Units at Fire Station 1
RECOMMENDED ACTION:
Adopt a resolution receiving quotes and awarding a contract to replace two rooftop HVAC units
at Fire Station 1.
BACKGROUND:
The existing rooftop HVAC units serving Fire Station 1 were not designed to operate with variable
air volume (VAV) control, a capability that has become standard for modern, energy-efficient
building systems. These two units have now reached their expected replacement interval and are
experiencing increasing maintenance needs.
Fire Station 1 was recently remodeled to support 24/7 staffing. As part of this remodel, additional
dorm rooms were constructed; however, the current rooftop HVAC units are not capable of
providing individual temperature control for these spaces. This limitation has resulted in comfort
issues and increased energy usage. Replacing the outdated rooftop units with modern equipment
capable of VAV control will improve energy efficiency, provide individualized temperature
regulation for the dorm rooms, and ensure reliable performance that meets the operational
requirements of a continuously-staffed fire facility.
Staff solicited the following three quotes to replace the two rooftop HVAC units at Fire Station 1:

Schwickert’s Tecta America $125,075
NAC $159,100
Klamm Mechanical Contractors, Inc. $228,500
Staff recommend Council award a contract to Schwickert’s Tecta America in the total amount of
$125,075 to replace the two rooftop HVAC units at Fire Station 1.
FINANCIAL IMPACT:
The 2026 Facilities Management CIP includes $147,500 (including 2025 carryover) for this capital
improvement in fund 440-42200.00-55520.00.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution receiving quotes
and awarding a contract to replace the two rooftop HVAC units at Fire Station 1.
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING QUOTES AND AWARDING A CONTRACT TO REPLACE THE
TWO ROOFTOP HVAC UNITS AT FIRE STATION 1

WHEREAS, the existing rooftop HVAC units serving Fire Station 1, which have reached their
expected replacement interval, were not designed to operate with variable air
volume (VAV) control and are experiencing increasing maintenance needs; and
WHEREAS, replacing the outdated rooftop units with modern equipment capable of VAV
control will improve energy efficiency, provide individualized temperature
regulation for dorm rooms, and ensure reliable performance that meets the

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby authorizes the execution of a contract with Schwickert’s Tecta America
in the amount of $125,075 to replace the two rooftop HVAC units at Fire Station 1.
3. Funding for this project shall come from the 2026 Facilities Management CIP fund 440-
42200.00-55520.00.
