7. NEW BUSINESS
A. Downtown Parking Study RFP Reponses
Community Development Director McCabe introduced the item, noting its purpose was to review
responses to the Request for Proposals (RFP) for a downtown parking study and implementation
strategy, and to select a preferred consultant. McCabe noted the downtown parking study RFP
was sent to six consulting firms and a total of four responses were received. Two of the
responses included a joint proposal from two consulting firms, so all six consultants provided a
response. McCabe reviewed the qualifications of each firm noting all were well qualified to
perform the study and all expressed a strong understanding of the scope of work, including
public engagement which was a priority for the EDA.
Commissioners evaluated the proposals and felt all were very detailed and all firms were
capable of producing high-quality work. The commission ultimately favored the proposal
submitted by Transportation Collaborative & Consultants (TC2) and directed staff to move
forward with a contract with TC2 to get the study underway. Commissioners also directed staff
to contact TC2 to determine whether a second public engagement (roundtable or other) event
could be scheduled on the front end of the study to further enhance public participation in this
process.
Commissioners discussed the funding source for the project and supported utilizing 2026 EDA
Professional Services – General funds. Commissioners asked staff to evaluate 2026 Public
Works and Community Development budgets to determine if there are any funding sources
available to offset the cost of the study to the EDA.
MOTION BY PRACHAL, SECONDED BY LAKE TO AUTHORIZE THE CITY MANAGER / EDA
EXECUTIVE DIRECTOR WEDEL TO ENTER INTO A CONTRACT WITH TRANSPORTATION
COLLABORATIVE & CONSULTANTS TO COMPLETE THE DOWNTOWN PARKING STUDY,
Ayes by Prchal, Marco, and Lake.
That motion carried 3-0.
B. EDA Commission Size Discussion – Discussion Only.
Community Development Director McCabe presented the item and introduced the topic of
potentially increasing the commission size from five members to seven.
Commissioners discussed the current commission structure and whether additional members
would be beneficial or if it should remain a five-member body. Commissioners noted the committee
is functioning very well as a five-member body and acknowledged increasing membership size
may be beneficial if subject matter experts in financing, construction, land development, etc. were
identified in the community.
Commissioners appreciated the discussion so they could keep this option available in the future
and decided to table the discussion and revisit the topic in a few months.
C. Downtown Nonconforming Property Review – Discussion Only
Community Development Director McCabe introduced an updated map showing
city/EDA-owned properties, nonconforming use, and current zoning in the downtown area.
Commissioners reviewed all EDA-owned properties as part of a discussion on recent
redevelopment activities and potential future acquisition or redevelopment opportunities.
D. Authorization of the EDA President to sign the Release from and Certification of No Interest or
Claims Under Development Agreements.
Community Development Director McCabe explained the item, noting that the document shared
with commissioners via email last week was drafted by the attorney representing a downtown
property owner. This property is being sold and the title company identified potential
encumbrances related to previously recorded TIF development agreements, which have since
been decertified. McCabe noted staff and the seller’s attorney have been discussing another
approach to simply terminate these agreements but requested the EDA authorize the EDA Chair
to execute the document, as may be revised by the City Attorney, so that option would remain
available if needed.
Commissioners reviewed the document and discussed the need for the signature.
MOTION BY LAKE, SECONDED BY MARCO TO AUTHORIZE THE EDA PRESIDENT TO
SIGN THE RELEASE FROM AND CERTIFICATION OF NO INTEREST OR CLAIMS UNDER
DEVELOPMENT AGREEMENTS, AS REVISED AND APPROVED BY THE CITY ATTORNEY.
Ayes by Prchal, Marco, and Lake.
That motion carried 3-0.
8. OTHER BUSINESS
A. Staff Updates
i. Downtown Parking Lots
Community Development Director McCabe reported that appraisals have been completed for
City of Prior Lake and VFW surface parking lots in the downtown area. He noted a VFW
subcommittee will be meeting on September 17th to review the appraisal and consider making
a proposal to the City/EDA which may enhance available public off-street parking downtown.
ii. EDA Property Lease Status
McCabe provided an update on an EDA property lease at 16298 Main Avenue which is set to
expire on October 31, 2026. Commissioners supported offering a one-year lease agreement
with mutual one-year renewal term.
B. Commissioner’s Comments
It was noted Chair Prchal was recently appointed to another term on the EDA by the Prior Lake
City Council.
9. ADJOURNMENT
MOTION BY LAKE, SECONDED BY MARCO TO AJOURNED THE MEETING.
Ayes by Prchal, Marco, and Lake.
That motion carried 3-0.
