RECOMMENDED ACTION:
Adopt a resolution authorizing the purchase of playground equipment for Deerfield and Meadow
View parks.
BACKGROUND:
Based on recommendations in the Park and Trail System Plan, the playgrounds at Deerfield
(17100 Fish Point Rd SE) and Meadow View (2416 Stonecrest Path NW) parks have been
identified as locations to receive updated playground equipment. These parks are not
recommended for full redevelopment in the System Plan; rather, amenities such as the
playgrounds will be replaced in their existing location, allowing these standalone projects to occur.
Both parks serve more isolated communities that include higher-density townhome
developments, which makes them a high priority.
Using an online survey available October 16 - 25, 2026, staff have collected feedback from the
neighborhoods surrounding these parks to help determine which play system to purchase. The
results are in favor of purchasing the ‘Wahkeena’ play system for Deerfield Park, and the ‘
Mountain Pass’ play system for Meadow View Park. Images of these playground designs are
attached.
The selected vendor, Minnesota-Wisconsin Playground (MWP Recreation), is part of the OMNIA
Partners cooperative purchasing contract, and is offering significant play equipment discounts at
the time of purchase.
FINANCIAL IMPACT:
The 2026 CIP includes $250,000 for playground replacements. The Deerfield equipment with
installation is $100,872.26 and the Meadow View equipment with installation is $102,804.36. That
leaves $46,323.38 for final design and site preparation at these parks, to be awarded at a future
date.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution authorizing the
purchase of playground equipment for Deerfield and Meadow View parks.
2. Motion and second to remove this item from the consent agenda for further discussion.

RESOLUTION 26-
A RESOLUTION AUTHORIZING THE PURCHASE OF PLAYGROUND EQUIPMENT FOR
DEERFIELD AND MEADOW VIEW PARKS (2026-30)

WHEREAS,
Plan as high-priority parks for playground equipment replacement; and
WHEREAS,

the cost of this equipment is included in the $250,000 that is budgeted in the
2026 Capital Improvement Plan (CIP) for playground replacements; and
WHEREAS,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby authorizes the purchase of the playground equipment for Deerfield
and Meadow View parks, the cost of which is budgeted for in the 2026 CIP.
Passed and adopted by the Prior Lake City Council this 10th day of November 2026.
