PURCHASE STANDARDIZED EQUIPMENT FOR THE 2006 LIFT STATION
RECONSTRUCTION PROJECT

Introduction
The purpose of this agenda item is to authorize staff to purchase the
necessary standardized equipment for the 2006 Lift Station Reconstruction
Project.
Historv
A city-wide audit on the current condition of the sanitary lift stations for Prior
Lake was conducted in 2002 by City staff. With the information gathered, City
staff, along with City Council, determined it is in the best interests of the public
health and welfare to standardize all equipment related to the improvements of
the City's sanitary sewer lift station infrastructure. Time is usually of the
essence when a malfunction occurs.
Current Circumstances
To date, City Council has approved improvements to 20 of the pre-1990 lift
stations; which at that time totaled 28 stations. Currently, City staff maintains
38 lift stations and will add two more this fall with the turn back of Lift Station
58 with the Met Council interceptor and the lift station at the Enclave at Cleary
Lake development.
The City Council previously adopted a Standardized Comprehensive
Management and Rehabilitation Plan for the purchase and inventory of
standardized equipment. With each lift station reconstruction and new
installation, the benefits of standardized equipment for training, maintenance,
repair and installation have greatly increased the efficiency and reliability of the
sanitary sewer system.
On August 7,2006, the City Council authorized execution of the City's
standardized construction contract with Electric Pump to complete the work on
the lift stations, including pump installation, temporary pumping and excavation
work. The total for that contract was $74,440. In addition, the purchase of lift
station controllers was approved in the amount of $23,206.35. The City is
acting as general contractor and supplying the components for such upgrades.
Total costs for the City are estimated at $250,000 to be paid through the
Sewer and Water Utility Fund. The estimated cost for L-58 is $178,000, with
construction costs being paid by the Met Council.

Conclusion
This year's project includes improvements to Forsythe, Butternut and Deerfield
lift stations, and L-58 lift station as it relates to the Met Council turn back of the
interceptor in Prior Lake. Items associated under the standard equipment
relate to the following:
Electrical
Pumps
Structure improvements
Installation of listed components
Control cabinets
ISSUES:
Approval of these purchases is necessary to meet the project completion
timeline of October 31 and will continue the renewal of the City's pre-1990 lift
station equipment.
FINANCIAL
IMPACT:
Listed below are the associated costs for the City of Prior Lake lift stations and
L-58, which will be paid by the Met Council.

The project also includes $10,000.00 for standardized equipment at the
Deerfield lift station. Total cost figures for standard equipment is $165,604.96.
The overall cost for the total project per lift station based on this agenda report
and the contract costs approved by the Council on August 7,2006, will be well
below the engineer's estimate for each lift station.
The funding for the Forsythe, Butternut and Deerfield Lift Stations is available
in the Utility Fund. Funding for the L-58 station will be provided by the Met
Council.
ALTERNATIVES:
1. Approve a resolution allowing staff to purchase the standard equipment
associated with completion of the 2006 lift station reconstruction project at
a cost of $165,604.96.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION AUTHORIZING STAFF TO PURCHASE STANDARDIZED EQUIPMENT FOR THE
2006 LIFT STATION RECONSTRUCTION PROJECT

WHEREAS, City staff has identified the following lift stations for rehabilitation:
1. Forsythe
2. Butternut
3. Deerfield; and
WHEREAS, The Capital Improvement Program for 2006-2010 has identified the rehabilitation
projects as a priority for the City and allocated funding therefore; and
WHEREAS, The City previously adopted a Standardized Comprehensive Management and
Rehabilitation Plan for the purchase of standardized equipment; and
WHEREAS, The Interceptor Turn-Back Agreement with the Met Council included the turn-back of
lift station L-58; and
WHEREAS, The Met Council has provided the funding for design and reconstruction of lift station
58 as part of the City's Lift Station Reconstruction Project; and
WHEREAS, The City has entered into a construction contract for the work to be performed on these
lift stations; and
WHEREAS, On August 7,2006, the City Council authorized staff to purchase lift station controllers
as part of the renovations; and
WHEREAS, The total amount necessary for the purchase of standardized equipment for all four lift
stations is $165,604.96; and
WHEREAS, This amount is to cover costs for electrical, pumps, control cabinets, structure
improvements, installation and site restoration;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:

1. The recitals set forth above are incorporated herein.
2. The City Council authorizes city staff to purchase the necessary standard equipment at a cost of
$165,604.96 for the purpose of the 2006 Lift Station Reconstruction Project.
3. The funding for this project shall come from the Sewer and Water Utility Fund.
4. All cost paid by the Metropolitan Council for L-58 will be placed in the Sewer and Water Utility Fund.
