CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING SAFE &
SOBER COMMUNITIES FUNDING FOR THE PERIOD OCTOBER 1, 2006
TO SEPTEMBER 30,2007.
Introduction
The Prior Lake Police Department is seeking approval to participate with the
Minnesota Department of Public Safety in a Safe & Sober grant.
Historv
The Safe & Sober Communities project is a federally funded program
administered by the Minnesota Department of Public Safety (DPS) dedicated
to addressing issues of traffic safety through highly publicized overtime
enforcement projects. The key objectives of the project are to reduce impaired
driving, speeding, the resulting traffic accidents, and to increase seat belt
usage in our communities. The Safe & Sober project consists of five overtime
waves of enforcement and public education at ~eak driving times of the year -
Thanksgiving, Christmas, Memorial Day, the 4t of July, and Labor Day.
The Prior Lake and Savage Police Departments have been participating jointly
in the Safe & Sober program for the past several years.
Current Circumstances
This year's grant application seeks to expand the joint efforts to include all the
law enforcement agencies in Scott County.
Through the use of the grant funding, the departments will be able to
participate in the campaign while maintaining regular patrol functions. Officers
will be paid to work extra shifts at their respective overtime rate through the
grant.
The federal grant approved for use by the law enforcement agencies in Scott
County totals $60,000.00. The Shakopee Police Department is the lead
agency for this grant and Shakopee Police Chief Dan Hughes is designated as
the fiscal agent and administrator for the grant. Prior Lake's approximate
amount of the grant will be based upon actual experience, but is estimated to
be $10,000 j;..
The project is funded by a $60,000.00 one-year grant from the Federal
government. The City's contribution includes clerical and administrative
support, as well as the use of department equipment. Additional contributions
would be any associated prosecution costs, including court time for officers.

ALTERNATIVES:
1) Approve the resolution authorizing participation in the Safe & Sober
Communities for the period October 1, 2006 through September 30,
2007.

WHEREAS, the City of Prior Lake desires to guard the safety of the citizens by improving traffic
safety and participating in the Safe & Sober Communities program; and
WHEREAS, under the provisions of the Highway Safety CT (Public Law 89-563), the Minnesota
Department of Public Safety has received federal funding to promote traffic safety; and
WHEREAS, a partnership with all the law enforcement agencies in Scott County has been formed
to jointly address traffic safety using federal funding; and
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Chief of Police is hereby authorized to enter into a grant agreement with the Minnesota
Department of Public Safety for the project entitled Safe & Sober Communities during the period
October 1, 2006, through September 30, 2007.
3. The Chief of Police is hereby authorized to execute such agreements as are necessary to
implement the project on behalf of the Prior Lake Police Department.
4. The City agrees that Shakopee Chief of Police Dan Hughes will be the fiscal agent and administer
this grant.
