RESOLUTION AFFIRMING ACTIVITY-FRIENDLY COMMITMENTS - DR.
STEVE KRAMER.
A nation-wide fitness program known as "Wellfit" is sweeping the country. In
the Prior Lake area, Dr. Steve Kramer has taken a leadership role in
supporting this program. Steve will make a presentation to the Council about
the program and the role the City of Prior Lake can play. At the conclusion of
his comments, Steve has asked that the City Council adopt the attached
resolution supporting this effort. At the Community Fall Fest on September 18,
2006, which is the kick-off for this program, the Minnesota Commissioner of
Health will present Mayor Haugen with a Wellfit City Certificate.

A RESOLUTION AFFIRMING ACTIVITY-FRIENDLY COMMITMENTS

WHEREAS, The first criterion listed on the Governor's Fit City Application is stated as: City must
adopt a resolution affirming fit-friendly commitments by community leaders and elected
officials; and
WHEREAS, Active Living is a way of life that integrates physical activity into daily routines. The
goal is to accumulate at least 30 minutes of activity each day. Individuals may do this
in a variety of ways such as walking or bicycling for transportation, exercise or
pleasure; playing in the park; working in the yard; taking the stairs; and using
recreation facilities; and
WHEREAS, The City of Prior Lake affirms activity-friendly commitments by:
· Developing a cohesive system of parks and trails, that incorporates accessible
neighborhood parks.
· Requiring that neighborhood streets be designed with pedestrians and bicyclists in
mind.
· Supporting recreation programs that encourage active living.
· Ensuring that physical activity facilities (youth/senior centers, trails, etc.) are
accessible and affordable.
· Locating schools in walkable neighborhoods or creating walkable routes to existing
schools.
· Introducing active living issues, such as walkable communities, into public dialogue.
· Increasing measures for pedestrian and bicyclist safety.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of the City of Prior Lake is committed to providing an activity-friendly community to
its residents.
3. The City Council hereby authorizes the application for the Governor's Fit City Program.

What is Wellfit?
Wellfit of Prior Lake & Savage is part of national wellness program developed by President's
Council of Physical Fitness. It was created to promote an increase in exercise and activity level
in homes, schools, businesses, organizations and communities.
The President's Challenge has been adopted and promoted by Governor Pawlenty, the
Minnesota Department of Health, General Mills, and is partnered with the Prior Lake and
Savage Area School District 719, P.L.A.Y., Prior Lake & Savage Chambers, the Cities of Prior
Lake and Savage & the YMCA.
Regular exercise and staying active has many benefits such as helping to prevent type II
diabetes (a disease rapidly increasing in the teenage population), heart disease, and cancer. It
also is important in weight control, weight loss, reducing depression and stress as well as
improving your energy level and overall well being.
The program promotes activity by allowing individuals to choose from over 100 different
activities including walking, dancing, gardening, skateboarding, football, volleyball, swimming,
and cross-country. Each person or family records their activities on-line to the free website,
www.Dresidentschallenae.ora (refer to the attached flyer for how to sign up) and are given
point values for each activity depending upon time and intensity level.
The program kickoff is set for September 18, 2006 which coincides with our communities'
Fallfest. Sign up is free. easy and accessible. The program runs for 6 weeks with an
opportunity to continue with the program at the end. The objective is to help create an
opportunity for kids, teens, adults and seniors to increase their fitness level through a variety of
fun activities that can be performed throughout each day. This is also a great program to use in
fitness centers, health clinics, and hospitals to help members and patients get or stay on
track with healthy habits.
Through coordinated efforts at your local schools each student who maintains 60 minutes
(which equals 250+ points) of exercise/activity, 5 days/week for the 6 weeks receives a
President's Fitness Badge and a certificate signed by the President of the U.S. With the
help of the donating sponsors, all adults and students who participate will be eligible for prizes.
Our goal is simple: A Community of Wellfit Families and We//fit Schools living an active,
healthy lifestyle.
All supporting sponsors' financial support, which will be recognized in the community, will go
towards promoting the Wellfit program and any remaining balance will be gifted to the school.
One final note: We realize that this is an on-line program and not everyone has a computer or
is computer educated. Our hope is that this is an opportunity for kids, grandparents, parents
and neighbors to work together and make it a fun community event. Also, our local libraries are
a great resource for online access and can be utilized for this program.
