DEVELOPMENT PLAN FOR HERITAGE FARMSTEAD

Introduction
The purpose of this agenda item is to request Council approval of a master
development plan for Heritage Farmstead.
Historv
The City Council established the Heritage Committee for the purpose of
encouraging an appreciation of our community's history and small town values
in accordance with the 2030 Vision and Strategic Plan. Councilmembers
Dornbush and Millar serve on this committee.
Prior to the establishment of the committee, the Council had approved a plan
to preserve the "ruins" of the Kop farm house on the property. The master
plan proposes that additional work be done to the property consistent with the
heritage theme.
To further underscore the family farm theme, the master plan proposes that
historic turn-of-the-century farm equipment be placed outside as a sort of
outdoor museum for visitors both young and old.
A barn is also proposed to be added to the property to act as a shelter for use
and as a stage for an outdoor events lawn. Parking is accommodated in a
unique manner by creating an orchard look to avoid a modern parking lot.
Some of the natural growth on the property is accentuated through proposed
prairie and forest restoration. A community garden is also proposed for
residents who may want to grow vegetables but cannot do so on their own
property. The farmstead was given year around appeal by the addition of a
fire pit, warming house and a skating pond. Paths connect various portions of
the property to one another and to Lakefront Park and the downtown.
Current Circumstances
Bruce Chamberlain of HKGI will review the proposed master plan (attached) in
detail and entertain questions the Council may have. He will also summarize
the budget estimates for implementation of the plan (attached).
ISSUES:
The master plan for Heritage Farmstead attempts to consolidate on one
property all of the elements one could find on an historic farm property. The
elements are also intended to be usable year around so the farmstead is not

limited to a seasonal attraction.
The master plan also provides for additional meeting space for special events
or casual socializing. Both seem to be very important community themes.
The estimates for completion of the proposed Heritage Farmstead work are
conservative and are estimated if the work is done completely by a contractor,
or with the assistance of city crews. The staff believes that in many of the
estimate areas the work can be accomplished at a more modest price.
The master plan is intended to provide for incremental farmstead development.
This will allow us to complete elements of the farmstead most cost effectively
as we finish similar work for other city parks.
A later item on the Council agenda proposes that the ruins and the barn be the
first steps in 2006 and 2007 to get the project underway using donated funds.
The City Council should determine if the Heritage Farmstead master plan is
consistent with the 2030 Vision and Strategic Plan. If so, the Council should
consider adoption of the plan which would clear the way for implementation of
the improvements.
Since the need for Heritage Farmstead is not related to community growth, it
will need to be accomplished with funds other than Capital Park. This means
that donations, grants and/or a tax levy would be needed to proceed with the
project. The good news is that the project can be done over time as funding
becomes available without undermining the objective of Heritage Farmstead.

A RESOLUTION APPROVING A MASTER DEVELOPMENT PLAN FOR HERITAGE FARMSTEAD

WHEREAS, The 2030 Vision and Strategic Plan provides that the City is to encourage appreciation
of our community's history and small town values; and
WHEREAS, The City has purchased a 15-acre parcel next to Lakefront Park which has been an
historic farmstead within the City of Prior Lake; and
WHEREAS, In an effort to preserve the farm house building the City Council previously authorized
the preservation of a ruins of the structure for public use; and
WHEREAS, A master plan has been prepared which proposes additional improvements to the
property; and
WHEREAS, The City Council has reviewed and concurs with the elements of the master plan.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The master plan is hereby approved and the staff is authorized to incorporate its elements into
future Capital Improvement Programs.
