Historv In early July, the Mayor was contacted by Joel Kramer regarding the Northwoods League proposal. Since then, over a dozen meetings of various sizes and participants have been held. Meetings included the following: Community-wide televised (1) Neighborhood (2) VFW (1) PLABA (2) PLAY (2) Chamber (1) School district (1) Park Advisory Committee (1) Economic Development Advisory Committee (1) City Staff (3) This list does not include the hundreds of interactions which have taken place face-to-face, by phone, on computer or by mail on this topic. Current Circumstances Recognizing that we want to be thorough and desire to be able to address all issues, the staff has prepared a list of questions or issues together with answers or explanations. Taken together, this information is intended to address the topics which have been raised. The attached list will be reviewed at the Council meeting. Some questions require more than a narrative. They require a graphic to help people better understand. Three graphics will be reviewed at tonight's meeting: . Bruce Chamberlain of HKGI will review the existing Veteran's Field footprint. The second graphic is a diagram prepared by Bruce Chamberlain. It generally outlines where the improvements to Veteran's Field are expected to be located and how the footprint could change. . The final document is the parking plan prepared by Public Works Coordinator Wittkopf. This plan proposes areas for parking, residential areas of no on-street parking except with permit, intersections to be controlled for traffic and pedestrians, preferred parking areas and the like. This parking plan emphasizes parking outside of the neighborhood. Four city employees are expected to implement the plan nightly. Modifications to the plan are expected based upon actual experience. Tonight's report is concluded with the recommendation for a final town meeting on Wednesday, September 13, 2006, at 6 p.m. at the Lakefront Park Pavilion. It is hoped that this town meeting will provide the opportunity to learn of issues that have not yet been identified. The Council should determine whether there are other issues or questions which should be added to our list. It would also be helpful if the Council could provide input on the graphics and the proposed town meeting. The Council will be amending the 2007-2011 Capital Improvement Program which contemplates incorporating this proposal. 1. I\COU~JCI c \p,Gr~RPTS\2006\09050G No-th'!I()oc:s Northwoods League Proposal Questions & Answers September 5, 2006 City representatives have conducted over a dozen meetings in various venues including a wide variety of interested parties to solicit input and questions about the Northwoods League proposal. This document responds to questions which were received at meetings, from correspondence, e-mails, telephone and in-person conversations. . What is the Proposal? The proposal is to bring a Northwoods League team to Prior Lake to play on Veteran's Field in Memorial Park beginning in 2008. The Northwoods League is presently composed of 12 teams divided into the North and South division. The League seeks to expand by two teams in 2007 and two teams in 2008. Prior Lake would be one of these two teams. Teams already represented in the Northwoods League are: Alexandria, Brainerd, Duluth, Mankato, Rochester, St. Cloud, Waterloo, Thunder Bay, Madison, LaCrosse, Eau Claire and Wisconsin. Each team plays 68 games - 34 at home and 34 away. Players are unpaid athletes with college eligibility whose dream it is to play professional baseball at the major league level. Games are played June, July and August. The season concludes with a six-game playoff. Athletes are housed with local volunteer sponsor families during the season. These athletes typically host complementary baseball camps and training to develop players and coaches at various levels. The 34 home games would be played at an improved Veteran's Field in Memorial Park. Field capacity would need to be expanded over time to a capacity of 2,500 - 3,000 seats (presently 500). Parking would be at Veteran's Memorial Park, Grainwood, Westwood, Twin Oaks and Hidden Oaks school parking lots and the streets in the commercial area north of CR 44 and in the private business lots if the owners agree. The City would continue to maintain the field for games and practices. The club would provide clean up of the field, park, streets and all parking lots. Through the Police Department, the City would monitor the field, roadways, crosswalks and parking lots although police officers would be needed for actual enforcement action. Financially, the club would be responsible for much of the capital improvements to Veteran's Memorial Park. The existing grandstand at Memorial would be moved to the baseball fields at 1 Ryan to improve spectator capacity at that field for teams who will be relocated from memorial to Ryan. Through contributions by others, including PLAY, the lights at the baseball/softball fields at Ryan would be installed in accordance with the PAR Task Force recommendations to enhance the capacity of existing facilities. . About the Club What is the Northwoods League? The League is presently composed of 12 teams divided into a north and south division. The teams are composed of amateur players who have some collegiate eligibility remaining. The players are not paid and live with sponsoring families within the community in which they play. Each team plays 68 games (half at home and half away) with the possibility of a six-game play off and annual all-star game. Current Northwoods League teams include: Alexandria, Brainerd, Duluth, Mankato, Rochester, S1. Cloud, Waterloo, Thunder Bay, Madison, La Crosse, Eau Claire and Wisconsin. Who are the players we would see on our Northwoods League team? They are college players, recruited from throughout the country, who still have NCAA eligibility remaining, so they are amateurs. Many of them will go on to be drafted into professional baseball and some could eventually become Major Leaguers. Current Minnesota Twin Pat Neshek played in the Northwoods League. Where would the players live during the season? The players would live with local host families who would receive season tickets in return.. Visiting players would stay in a hotel selected by the home club. What would the team be called? That will be decided by the club owner after soliciting input from throughout the target market area. Do other cities have a committee to deal with questions or issues created by their Northwoods team? Most do not since they have not had issues. In most cases, city staff and team representatives resolve any matters that may arise from year to year. Where committees do exist, they are the equivalent of a Park Advisory Committee and/or the Prior Lake Amateur Base Ball Association (PLABA). Who will do the background checks on the players? The Club will be responsible for the behavior of the team and individual players. Who will oversee the team operation? Joel Kramer, former publisher of the Star Tribune, will be CEO of the family business that owns the team. Various members of his family will join him in running the business. 2 Is there a business plan? The Kramers intend to run the team as others in the League are run, and they base their projections on results of other teams. The Kramers will be responsible for all business decisions associated with the team as well as the costs thereof. . The 2030 Vision and Strategic Plan What areas or parts of the City of Prior Lake 2030 VISion and Strategic Plan support having a Northwoods League baseballfranchise in Prior Lake? The 2030 Vision indicates that Prior Lake is, "recognized as a metropolitan leader with its three- fold recreation system. Prior Lake attracts visitors from across the area." The Vision also states that of the three-fold recreation system, ''the second focus includes the many community parks, playfields, neighborhood parks and trails programmed for citizens of all ages and interests." This proposal is also consistent with these vision elements of the 2030 plan: Economic Development · Expand and diversify the city's business base through new business development · Develop partnerships for economic development: Explore joint ventures, investments, partnerships, and funding with other agencies, entities, businesses, school districts and government Natural Resources · Assure that the City's park and recreation facilities meet both the passive and active needs of our growing community. · Work with community groups an organizations to support an effort to fmance the construction of park and recreation facilities . The Process What process is the City going to use to consider this proposal? The process has involved almost a dozen meetings to garner input from various individuals and groups. Two meetings were held on site for neighborhood residents and businesses. An additional two town meetings have occurred (the second is scheduled for September 13, 2006) that are open to all. In addition, members of the Council have met with representatives of the VFW, school district board, administration and athletic/activity representatives, Prior Lake Athletics for Youth (pLA Y), Prior Lake Amateur Youth Baseball Association (PLABA), Chamber of Commerce, high school coach, city staff, and numerous other groups. In addition, the City's Park Advisory Committee and Economic Development Advisory Committee have considered the proposal. In addition to meetings, the topic has been written about in the Pioneer Press, Star Tribune South, Star Tribune, This Week in Prior Lake, Prior Lake American and Wavelength newsletter. A considerable number of e-mails and letters have been received and sent on the topic. The information garnered from this extensive process will be considered by 3 the City Council at its September 18, 2006, meeting when they determine whether or not to approve the document( s) needed to proceed with this proposal. . Miscellaneous Questions Has the neighborhood expressed concerns? y es. We have attempted to respond to the concerns we are aware of in the following pages. There have been e-mails and correspondence received by council members expressing concerns and opposing the proposal. How have area businesses reacted to this proposal? Twenty letters of support have been received from business interests and individuals in the Prior Lake area and other cities that have experience with a Northwoods League team (see attached). Will there be a concept plan prepared? Yes, but one has not yet been done because it would be premature to do so until the decision is made. What have been the experiences of other cities with Northwoods League teams? We interviewed the city managers of five such cities including: Alexandria, Brainerd, St. Cloud, Mankato and Rochester. Those cities have had teams between two and ten years with average attendance levels of 500 to 1,800 spectators per game. There are many commonalities between these communities, including: . The ball parks are commonly located within residential areas. . None of the communities have a police presence which would be indicative of disturbing the peace, traffic, liquor or accident problems. . The communities indicate that the teams are a source of civic pride, . The key to cooperation is the relationship is between the city and the team owner. Is the City offering subsidies to {{lure" the proposed baseball club to Prior Lake? No. The potential franchise owner and league officials approached the City regarding using the existing facility - Veteran's Field. The league considers the south Twin Cities metro area to be an attractive market for amateur baseball, and especially Prior Lake with its rich baseball heritage. The Club will be responsible for the bulk of the improvements to the ballpark and the financing of those improvements. The City will be making some improvements to Veterans Field and substantial improvements to Ryan Park. The City has received a gift from the SMSC to fully fund the improvements the City will undertake so there will be no tax impact. Have city departments had input? Yes. Finance, police, public works, recreation, fire and planning have been consulted. Any necessary planning approvals required by ordinance would be secured; although it appears that none would be required. 4 Does the city contemplate allowing a commercial business to use public property? Yes. This would not be something new for the City. Businesses such as Flowers Naturally, W. E. Enterprises, Premiere Dance Studio and City Perks have been using public property for a number of years. The arrangement with the ball club would be similar. Who will have control of the baseball calendar? The team would provide their annual schedule by a date certain each year. Other users of the park would establish their schedules in harmony with the Northwoods schedule. Who will have control of the non-baseball events such as concerts? The city law regulates the number of concerts at each site. No more than four may be conducted at Memorial. The concerts must meet the legal standards including plans for noise mitigation, set up, tear down, hours of operation, clean up, responsible party, clean-up deposit. Failure to abide by the ordinance may be grounds for refusal to issue a subsequent permit. Other non- baseball events would also be based on the city's rules for renting parks. . Parking Is on-street parking to be used in conjunction with this proposal? None in the residential area. The intent is to utilize the 1,700 off-street parking stalls plus on- and off-street parking available in the business area north of County Road 44 subject to whether or not the property owners agree to this use. A plan is attached which provides parking plans for the months of June, July and August. Has the school district given approval to use the parking lots? Use of the parking lots has been discussed with Superintendent Westerhaus. He has shared the information with the School Board. The City and ball club understand that the school's tobacco and liquor policies must be honored and the lots must remain litter free. The lots will be monitored by the Police Department. Are there plans for pedestrians and parking outside of the residential streets? Yes. A plan is attached which provides for adequate parking by using school parking lots, city streets in the non-residential area and commercial/non-residential private park (if property owners grant their permission) and without using neighboring residential streets. The plan also identifies pedestrian pathways using public property to and from the ball park. Will there be sufficient handicapped parking in Memorial Park? Yes. There are 92 parking stalls in Memorial Park. Eleven will be removed because of park improvements. Assuming total attendance of 2,500 people, seventeen ADA (Americans with Disabilities Act) stalls would be required and provided. Where will the players, their sponsor parents, umpires and ball club employees park? The parking stalls at Memorial and Grainwood are by permit only for such groups. 5 Would the city use eminent domain to secure property for parking? No, there is adequate parking (1,700 stalls). Even if there were not enough parking spaces, it makes no economic sense to secure land in this fashion for any Northwoods-related purpose. Why not charge $5 for each car? Any charge for parking would encourage the use of on- or off-street parking lots not intended for this purpose. . Safety Will the streets be able to absorb the increased traffic without increasing accidents? Yes. According to Public Works Director Steve Albrecht and Police Chief Bill O'Rourke, the streets have the capacity to handle the increased traffic. If 2,500 spectators attend a game, about 833 cars will be added to the road system (three persons per car). Primary access is expected to use TH13 and CR21. So 420+ cars would be added to each roadway. Because games are expected to start 7 p.m., most of these cars will arrive between 6:15 p.m. and 7 p.m. when the peak traffic is subsiding. Police will direct crosswalks and roads can be barricaded to direct traffic to and away from the ball park appropriately. These actions are part of the parking plan. Will tailgating happen in lots or on the streets? The Police Department will patrol both areas to stop such activities. Is alcohol allowed or has it ever been allowed in Veteran Field? Yes. A beer license has been issued annually for Jays and Mudcat games. All five of the Northwoods League cities in Minnesota offer beer and none report any problems. Will spectators be monitoredfor what they are bringing into the stadium? Yes. Will the City monitor key intersections for safety? Yes. The City anticipates providing crossing assistance at County Road 44 and Franklin Trail. Additional monitoring could take place at TH 13 and Franklin Trail, CSAH 21 and Franklin Trail and TH 13 and CSAH 44. Actual intersection monitoring will be based upon experience. . Concerns About Park Impacts and the Way We Do Things Will removal of on-site parking in Memorial Park discourage use of the picnic area or playground by immediate neighbors? No. Residents in the area most typically walk or bike to the park. Neither the trails nor sidewalks would be affected by the proposal. The field will be used for games 34 - 38 times in the ninety-day period of June, July and August, primarily in the evenings. This will represent only 15 to 20 added evenings of baseball since some of the teams using Veterans Field will be moving games to Ryan and Ponds. Assuming three hours per game, the 15 to 20 games 6 represent 60 additional hours of field usage. The picnic area, horseshoes and passive park area will remain open during this entire period as well as the normal Sunday through Saturday availability . Will parking stalls, trees or the existing park be impacted by the ball park improvements? A plan is attached. One shows the footprint of the field today and the other shows the field with anticipated improvements. Based upon the improved footprint, eleven parking stalls will be removed that are adjacent to the grandstand area. None of the old growth oaks or passive park will be impacted. An area adjacent to the "first baseline" is likely to become part of the ball park. Is Memorial a neighborhood park? No, Memorial Park is classified as a community park for community-wide use. How will the noise and lights impact the neighborhood? The lights would have the same impact at every game as they presently do. There has been discussion about adding baffling to the lights but no funding source has been identified. Typically, games will be completed by 9:30 - 10 p.m. except for extra inning games which are infrequent. The cities of Brainerd, Alexandria, Mankato, Rochester and St. Cloud have Northwoods teams with fields abutting residential property. None of them report excessive noise or lighting problems after park-closing hours. Will the addition of a Northwoods League team mean that the stadium will be used an addition 34 to 38 times each summer? No. Many of the nights, the Northwoods League usage would substitute for the Mudhens, Legion, Jr. Legion and PLA Y teams that would have used the park. Some teams will be moved to Ryan and Ponds Parks which will reduce the number of additional nights the park is used. The 15 to 20 additional nights that would occur will most likely be in July and August. Can the field be renamed? No. Veterans Field is named in recognition of the many contributions the VFW has made to bring the field to its present status. Veterans Field will continue with this name. In fact, additional steps will be considered to recognize the contributions of the Prior Lake VFW in the park and during games. The ball club may name patios, grandstands or other areas within the ball park. Will the two picnic pavilions continue to be available to the general public? Yes. The pavilions are available for rental. This year, to date, the overwhelming majority of the 29 rental uses were during the day. Only four were evening rentals. The pavilions would continue to be available as they presently are. What kinds of improvement would be made to Veterans Field? The field would be modified to accommodate at least 2,500 spectators in stadium chairs, bleachers with backs, and conventional bleachers, as well as a variety of patio areas of various sizes. Additions would be made to the dugouts, concessions and restrooms to accommodate the spectators. 7 What kinds of improvements would be made to Ryan Park? The existing grandstand at Veterans Field would be relocated to a Ryan Park baseball field. Dugouts and a scoreboard would be added as well. These improvements will benefit teams who will play their games at this location. In addition, field lighting will be added to four baseball fields to facilitate more games consistent with the Park, Athletic and Recreational Task Force recommendations. What is the city's responsibility for Veteran's Field improvements? Twenty-five percent up to $150,000. How will the city pay its share? The city has received a donation to cover the entire amount. Is receipt of the donation dependent upon approval of the Northwoods League team and Ryan Park improvements? No. But the City would advise the SMSC if the money were to be used for a purpose other than that for which it was originally requested (parks - including Veteran's Field and Ryan Park specifically). How will the addition of a new team impact existing teams? Some teams (Mudbirds, Legion and Junior Legion) would play most of their games at the Ponds or Ryan Park (they presently use both). The Jays, Mudcats and varsity will remain at Veteran's Field to enjoy the new amenities. Northwoods League will share its schedule each year by a date certain so the other teams can schedule accordingly. Will 3.4 games be added each week? No. The net increase is between 15 and 20 games in late July and August. Therefore, over the three-month period, it would average 1.5 new games per week. PLA Y always comments about being short offacilities, is it willingly giving up thisfacility? PLAY teams do not utilize Veteran's Field extensively. They use Ryan and Ponds Parks. As part of this plan, capacity will be added to Ryan for more games each evening by adding lights so the increased needs of PLAY will be addressed. The funding sources for the Ryan improvements are donations from PLAY and the SMSC so there is no tax impact for providing more field capacity. Will the traditional game with Boone, Iowa, continue? Yes, the annual tradition will continue where one year the Prior Lake team travels to Boone Iowa and the next the Boone Iowa team comes here to play. . Economic Development and Other Money Matters What are the benefits of having a Northwoods League ball club in Prior Lake? Tangibles · More visitors and more spending coming into Prior Lake 8 · Improvements to other parks to attract more baseball events (such as tournaments) and players · Represents a new recreational destination within the city for use by residents and youth · Availability of ball park for other events · Expanded recreational and entertainment opportunities · Revenue-sharing with City based upon attendance thresholds · Support oflocal non-profits by the Club Intangibles · Players act as positive role models · Players working with local youth in the community (coaching~ clinics~ etc) · A local team becomes a form of advertisement for the community when they visit other cities and receive media attention · Enhanced community identity · Exposure of our community through media such as cable television's ESPN and local radio broadcasts/W eb casts · Civic pride · Strengthen amateur baseball through strong ties with Jays~ Mudcats and PLAY Will the ball club provide a positive economic impact to the community? Y es~ we believe it will. This question is debated across the country in relation to professional sports (the Northwoods League is not professional but amateur collegiate baseball)~ the bottom line question is~ will more people visit Prior Lake because of a Northwoods League amateur baseball franchise being here? The answer is yes~ we believe the addition of the ball club to the Prior Lake community will have a positive impact. And with that~ there will be more spending (at local merchants~ restaurants~ etc.) based on those new visitors. It is estimated that the market area draw for the Northwoods League team will be the south and west portion of the Twin Cities metropolitan area, an area of more than 250~000 in population. We believe the local merchant- fuel station owner~ restaurant / bar owner would like to see more visitors to Prior Lake. More than two dozen letters of support from businesses have been received and are attached. Furthermore~ more Prior Lake residents will stay home to enjoy baseball here rather than incur substantial additional time and money traveling to Minneapolis or St. Paul. Finally~ the new Northwoods League franchise would be a new business in Prior Lake that would likely be purchasing from local vendors. The City has looked at the issue of whether an amateur collegiate baseball team enhances a local economy. For example~ as reported in the January 4, 2006 edition of the Yuma (AZ) Sun newspaper~ according to a study by the Center for Economic Development at California State University in Chico~ California, the Yuma, Arizona Scorpions baseball team (of the independent - minor Golden Baseball League) had an estimated local economic impact of$3.21 million during the 2005 season. The Scorpions led the Golden Baseball League in attendance with more 90~000 fans. More than 100 jobs~ mostly part-time~ were created. The league spent the majority of its money locally, according to the study. It was estimated that $9 out of every $10 generated by the team was spent in Yuma, the report said. Directly, the Yuma Scorpions spent more than $1.45 million. The top three Yuma industries impacted by the baseball team are food services, $216,359; hotels~ $150,365; and advertising, $122,262. Keep in mind that Scorpions games are played in the desert heat of Arizona from May through August. 9 Will the owner need to be repaid/or any improvements he makes to the ball park? No. The improvements made by the owner become city property at no cost upon their completion. How does the addition 0/ a Northwoods League baseball team in Prior Lake provide the City with up to $2 million as the Economic Development Director has claimed? The city benefit is not focused upon city government. Instead it will be ongoing benefits to area private businesses like spending at restaurants, gas stations and sundry shops which will see the added benefit. Taken together, this vibrant business environment creates better tax revenues, an environment where new businesses wish to locate and improves quality of life in the city for its residents. How is economic impact estimated? Impact is estimated through use of the Money Generation Model/Economic Benefits from Visitor Expenditures from Professor Daniel Stynes of Michigan St. University. It uses 1.) estimated non-local percent of attendance; 2.) annual visits or attendance; and 3.) average expenditures per unit of use (or average spending per attendant). This is very much a rough estimate. Again, it is estimated that the market will be more than 250,000 population in the south and west Twin Cities. Based on empirical evidence, the City believes that having a ball club in Prior Lake w ill bring in more spending. However, one of the real benefits from the City's perspective is that the ball club proposal currently under consideration provides a unique opportunity for the City to make improvements to Memorial Park and Ryan Park. The City is always looking for opportunities to creatively finance public improvements. The ball park proposal offers such an opportunity. Recently the PAR Task Force identified the need for millions of dollars in park and recreational facilities in the Prior Lake - Savage School District service area. The PAR initiative is itself a creative way to finance these types of improvements by leveraging the resources of several jurisdictions and partner with others to enrich the park and recreational facilities available for all to enjoy. The baseball proposal under consideration will allow Prior Lake to not only be home to a Northwoods League team but also to also host statewide and regional baseball tournaments. These tournaments bring many players, families and fans to the community. These visitors will be spending money in Prior Lake. Is the revenue-sharing achievable? Yes. The revenue-sharing becomes effective after the team averages 2,000 spectators per game, and pays 35 cents a ticket on the next 17,000 tickets sold during the year and 50 cents a ticket thereafter. There are currently four teams in the Northwoods League whose game attendance averages 2,000 or more and, except for Madison, they are in smaller population centers than the south metro. What other costs might the city incur? A police reserve would be formed to monitor the site, streets and parking areas. The ball club would pay a proportionate share of the cost. The field is maintained daily by the city now. It will be used for additional hours and occasions which will require an estimated additional $6,000 in maintenance costs annually. The field and park will be maintained as well or better than in the 10 past. Utility costs (gas, sewer, water and electricity) are expected to increase minimally considering the small number of hours of added use. The Club will clean the ball park after games and remove litter from the parking lots and from specified streets. Will roads need to be repaired? No. The city would utilize its typical maintenance schedule for roads in this area. Most roads in the area were reconstructed in 2001. Public Works director Steve Albrecht does not contemplate that road deterioration will accelerate as a result of this proposal. Will the neighbors be specially assessedfor street reconstruction in the area? No. The city has a street reconstruction schedule and a special assessment policy. None of the streets in this area are earmarked for reconstruction within the next 15 years. Most of them were reconstructed within the last five years. . Marketing Is there a marketing plan? There is no marketing plan as of yet, since the awarding of a franchise for the Twin Cities is still not complete. The Kramers will be responsible for all marketing associated with the team as well as the costs thereof. Teams in the league primarily sell four things: tickets, concessions, souvenirs, and advertising and promotional tie-ins. Will there be advertising on the outfleldfencing? Yes, under the agreement, the team may place advertising on the outfield fencing facing the inside of the stadium and on other interior spaces. No advertising is allowed on the exterior- facing surfaces except for public service purposes. Would the games be broadcast? The Club intends to do radio broadcasts of all its games, home and away, on its Web site and possibly on a local radio station as well. Will there be an all-one-price for food and drink?
