CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF ONE REAR BOOM FLAIL MOWER THROUGH THE
MINNESOTA STATE COOPERATIVE BID PROGRAM
Introduction
The purpose of this agenda is to request authorization from Council to
purchase one rear boom flail mower through the Minnesota State Contract
from MacQueen Equipment of St. Paul, Minnesota.
Historv
The mower currently used was purchased as a used unit in 1984 (see current
photo attached). This unit was used extensively on right-of-ways in older parts
of the community in which the roads were mostly graveled rather than
bituminous. This unit is 22 years old and has required numerous welding
repairs. The normal practice is to have the mechanics rework this unit prior to
each mowing season so staff will be able to use the mower.
Current Circumstances
Today's use of the right-of-way mower still consists of some gravel roads, but
is mostly used along bituminous streets and trails which cannot be mowed with
a standard lawn mower.
The equipment is also used to mow on the back side of guard rails and to
reach greater distances into the rig ht-of-ways , and along numerous storm
ponds for weed maintenance purposes.
Conclusion
Staff obtained three prices from the State Contract for the rear boom flail
mower. The boom reach for which bids were received is 14 feet. Pricing for
each unit is listed in the chart below:

Staff is recommending purchase of the rear boom flail mower from MacQueen
Equipment of 81. Paul, Minnesota for the total price of $16,714.14.

ISSUES:
Staff suggests that the current mower be sold at auction rather than being
used as a trade-in item for maximum return.
The mower is not available through the Hennepin County Bid. City staff dis
contact other dealers outside of the State Contract and feels the State Bid
prices are very good for this equipment.
FINANCIAL
IMPACT:
Funding for the purchase of the mower comes from the Equipment Matrix
Fund as part of the 2006-2010 Capital Improvement Program. The amount
allocated for the mower purchase is $16,995.00

A RESOLUTION TO APPROVE THE PURCHASE OF ONE REAR BOOM FLAIL MOWER THROUGH
THE MINNESOTA STATE COOPERATIVE BID PROGRAM

WHEREAS, The Equipment Matrix Fund in the 2006-2010 Capital Improvement Program allocates
$16,995.00 for the purchase of a right-of-way mower; and
WHEREAS, Through the Minnesota State Contract, MacQueen Equipment provided the lowest bid
price of $16,714.14.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Council authorizes staff to purchase one rear boom flail mower from MacQueen Equipment for
a cost of $16,714.14.
3. The funding for this purchase will come from the Equipment Matrix Fund as part of the 2006-2010
Capital Improvement Program.
