Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT SEPTEMBER 18, 2006 9A CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING CONSTRUCTION OF A BRINE ADDITION TO THE SAND/SALT STORAGE BUILDING AT THE CITY'S MAINTENANCE FACILITY. Introduction The purpose of this agenda is to consider approval of a resolution authorizing construction of a brine addition to the sand/salt storage building at the City's Maintenance Facility. Historv Because of its effectiveness in snow and ice control, the City has been substituting brine (water salt mixture) in lieu of more traditional salt or sand and sand mixtures. To do so, requires an area to make the solution. The brine production unit is currently housed in the Maintenance Center garage which eliminates the use of two parking stalls. As a result, City equipment which should be stored inside is not. Construction plans were proposed for the brine production addition which would utilize a stick frame structure and a metal exterior and brick fa<;ade to enhance construction features. The 2006 Capital Improvement Program (CIP) authorized $15,000.00 for construction of the addition that would be completed by City staff. Current Circumstances As part of preliminary design meetings with the Planning and Building departments, it was determined the brine production addition would need to meet more stringent industrial park design standards. These increased standards changed the sidewall standards from metal and a brick fa<;ade to full block walls, and changed a shingled roof to a standing metal seam roof material. Conclusion The required design changes decreased the amount of work City staff could complete and increased costs substantially. Meeting the current construction standards for the city business park, the cost for materials and construction for the walls and roof has more than doubled the initial estimates. Staff obtained quotes from several vendors for each portion of the addition. The remaining $33,300.00 is to be transferred from the City Contingency fund to the Street Operating Budget. Public Works staff has reviewed this funding with the Finance Director and the required funding is available through the Contingency fund. ALTERNATIVES: 1. Approve a resolution authorizing transfer of $35,000.00 from the Contingency Fund to the Street Operation Budget and construction of the brine production addition in an amount of $48,300.00. 2. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION AUTHORIZING CONSTRUCTION OF AN ADDITION TO THE SAND/SALT BUILDING FOR BRINE PRODUCTION Motion By: Second By: WHEREAS, City staff has identified the need for the expansion of a brine production addition to the existing sand/salt storage building; and WHEREAS, Increased cost to construct the addition are relevant to meet city building codes in the current business park; and WHEREAS, Costs associated to complete the addition have escalated to an amount not to exceed $48,300.00; and WHEREAS, The 2006 budget allocated $15,000.00 for the Brine Production addition; and WHEREAS, An additional amount of $33,300.00 would be transferred from the Contingency Fund to the current 2006 street budget to complete the brine production addition. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Council approves the construction of the brine production addition to the current sand/salt storage building located at the Public Works Maintenance facility site at a cost not to exceed $48,300.00. 3. City Council approves authorization to transfer $33,300.00 from the Contingency Fund to the 2006 street operating budget. 4. Funds for completing the brine production addition not to exceed $48,300.00 should be drawn from the street operating fund. PASSED AND ADOPTED THIS 18TH DAY OF SEPTEMBER 2006.
