CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY
MANAGER TO ENTER INTO THE CITY'S STANDARDIZED CONTRACT FOR THE
PURCHASE AND INSTALLATION OF AUDIO AND VIDEO SYSTEMS FOR THE NEW
COUNCIL CHAMBERS.
DISCUSSION:
I ntrod uction
As construction progresses on the new police station and city hall facilities, the project now
must also focus on outfitting the internal systems and fixtures for the facilities. These systems
include, for example, card reader and security systems, audio visual equipment, work stations
and furniture, data and phone systems, and filing systems.
Some of these systems, such as card reader and security, are part of the contract with Shaw
Lundquist. The other systems have a budget estimate assigned in the Building Fund, but
acquisition of those items is to be accomplished by City staff. These items could have been
contracted through the architect, but it would have meant an added 6% to the cost estimate of
the budgeted item. By electing to manage the acquisition of all these systems in house, the City
saves in the overall project costs.
Current Circumstances
Part of the construction of the new City Hall includes upgrading the audio, presentation and
broadcast systems for public meetings. In June of this year, the Council authorized a contract
with Appollo Systems to design the system and prepare the technical specifications. In August,
the Council approved the plans and specifications and authorized the advertisement for bids.
Staff placed advertisements for bids in the Prior Lake American, and on the League of
Minnesota Cities web site. We also mailed the Request for Bids to all vendors who had
contacted the City. Five vendors received packets, including:

Waves, Inc.
EPA Audio Visual Inc.
Parsons Electric Co.
A pre-bid conference was held on September 11th, followed by a visit to the site. On September
14,2006, the City conducted the bid opening and received two bids as follows:

Both vendors submitted the required $10,000 bid bond, and met the requirements of the request
for bids.
Conclusion
At this time, staff believes it appropriate for the Council to consider award of the contract.
ISSUES:
ProDosed System: The plans and specifications divide the new system into three components:
· Audio system
· Video Presentation System
· Video Broadcast System
Following is a summary of some of the features of the system:
1. The system proposes all new equipment that is high-definition ready, and
based upon dvd technology rather than vhs. The system will allow for
considerably more programming of cable channel 15 than is presently
possible.
2. The existing editing equipment will be reassigned for public use, and the
existing camera equipment will be relocated to the new AV studio area for
taping other City cable programming. The existing audio system will remain
at the fire station.
3. The system is constructed so that the presentation systems and the broadcast
systems operate independently. This means that you do not need a person in
the broadcast booth to use the room for presentations if you are not
broadcasting the meeting.
4. The audio system provides a series of overhead speakers, as well as
speakers in the overflow hall area, and individual speakers at each Council
position.
5. The room will feature four new pan/tilt/zoom cameras, and a new document
camera.
6. Each Council seat, staff seat, and podium will have flat panel monitors that
will show the live broadcast.
7. There are six 50" flat panel plasma televisions for public viewing of the live
broadcast or presentation material. Two of these televisions will be located in
the hallway outside the Council Chambers to be used for overflow. One
television will also be able to be used as a daily bulletin board or for PL TV-15
broadcasts in the lobby.
8. A Crestron system that controls the presentation inputs for VCR, Powerpoint,
Document camera, and lighting will be located at the staff table and the
podium, and can be manipulated without requiring assistance from the
broadcast booth.
9. Microphones at the Council table are programmable, so that if a microphone
should be muted, a button is pressed at the base of the microphone. In
addition, the Mayor will have an override function that will allow him to cut off
any microphone, if necessary, which is intended to help keep difficult
discussions from becoming unruly.
ResDonsible Bidder: Dascom Systems Group has installed a number of different types of
systems for government clients, including the City of Blaine, City of Arden Hills, City of
Burnsville, City of Prescott, and the Iowa Supreme Court. They currently have projects for the
City of Albertville and Rice County. With the exception of some racks, connectors and brackets,
Dascom has bid the exact equipment and manufacturers specified. They also come
recommended by Paulson & Clark, the electrical contractor on the Police Station/City Hall
project. It appears that they are a responsible bidder.
FINANCIAL IMPACT:
The Building Fund budget estimate for audio/video systems and installation is $70,000. The
engineer's estimate for the system we specified was $170,000. The total not to exceed price
from Oascom Systems Group for equipment, delivery, installation, training and sales tax is
$130,791.89. The additional funding required is available within the Building Fund from
undesignated investment income. The attached resolution requests that the bid be awarded in
the not-to-exceed amount of $130,791.89.
ALTERNATIVES:
1. Motion and Second to Approve Resolution 06-XXX Authorizing the Mayor and City
Manager to Enter into the City's Standardized Contract for the Purchase and Installation of
Audio and Video Systems for the New City Hall.
2. Reject all bids and provide the staff with additional direction.

3. Funding for this acquisition shall be allocated from the Building Fund Account 420-70205-570.

Dan Takkunen, President
Mr. Takkunen has been involved in a variety of video production, video/data
transmission, and distance education projects over the past 20 years. He has held
positions including field engineer, service manager, project engineer and national sales
manager for a systems integrator based in the Midwest. Dan specializes in the design of
network control systems for distance education and videoconferencing systems.
Scott Apfelbacher, Vice President Engineering
Scott has over 20 years experience in the industry. He is nationally known for his
knowledge and experience in the distance education industry. Scott has held
design/project engineer and distance learning sales management positions during his
career. Mr. Apfelbacher specializes in all forms of video transmission related systems.
Neil P. Posnansky, Director of Operations
Neil Posnansky has over 14 years experience in the audiovisual industry. His experience
includes working with broadcast television and electronic presentation media. Neil is
responsible for the Company's project management and technical staff. He has several
years' experience working with new construction and remodeling projects.
Ken Daniels, Telecom Sales Manager
Ken Daniels brings over 30 years of distance education and broadcast television technical
experience to the company. Ken is responsible for systems sales of digital headends
nationwide.
Dave Ewing, National Sales
Dave Ewing has been involved in the Audio Video industry for over 10 years, and has
extensive experience as both manufactures representative and systems design engineer of

Tim Weishapple has over 28 years of distance education experience in higher education.

networks. He also has production experience in the broadcast television industry working
in both local and national/international cable sports programming.
Bill Gorham, Sales
Bill Gorham's experience in the A/V market began in 1986 with videoconferencing and
quickly expanded to include audio video integration. Over the years Bill has focused on
local government such as Courtrooms and County Boardrooms, City Counsel Chambers
and the medical market.

power distribution un it with normally open dry contact closure for remote
