Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT OCTOBER 2, 2006 58 AL FRIEDGES, PARKS & FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARD CONSTRUCTION CONTRACT FOR JEFFERS POND PARK PARKING LOT AS IDENTIFIED IN THE PARKS PORTION OF THE 2006 - 2010 CAPITAL IMPROVEMENT PROGRAM Introduction The purpose of this agenda item is to accept bids and authorize the execution of the City's Standard Construction Contract for Jeffers Pond Park Parking Lot as identified in the 2006 - 2010 Capital Improvement Program (CIP). Historv Each year the City Council adopts the CI P, which involves funding for various improvement projects. To ensure that the Council is aware of and supportive of major park improvement efforts, staff is seeking approval of bids and authorization to execute the city's Standard Contract and authorization for city expenditures to install a parking lot at Jeffers Pond Park as part of the 2006 park improvements. At the May 15, 2006, City Council Meeting, the bids for the installation of trails, sidewalks, picnic shelter and basketball court were approved for Jeffers Pond Park. As discussed at the May 15, 2006, City Council Meeting, city staff was going to explore the potential to partner with the Prior Lake/Spring Lake Watershed District to develop the proposed parking lot as an educational storm water infiltration site. This would have been the first project of its kind for the City and the Watershed District. The City of Prior Lake's Water Resources Engineer, Ross Bintner, made a presentation to the Prior Lake/Spring Lake Watershed District Board to consider an application for a grant to cost share the proposed parking lot. Members of the District Board expressed concerns that the project was too expensive and that funds could be utilized better elsewhere. The District Board tabled the grant application and city staff decided to withdraw our application, instead choosing to treat the water coming off the parking lot using traditional methods. Current Circumstances The proposed parking lot will provide much needed paving space for Jeffers Park, where the alternative is parking in front of houses in residential areas. This lot would be a small off-street parking lot for 15 vehicles including one Americans With Disabilities Act (AD.A) accessible parking stall. The purpose of this lot is to get park-related parking off of Jeffers Parkway. ) www.cityofpriorlake.com PP~~c95!:4lttl4200lo1 Fax 952.447.4245 FINANCIAL IMPACT: The storm water management system for the parking lot features a two cell rain garden and infiltration swale. Water from the lot will flow into a naturally vegetated swale with prairie grasses and wild flowers and will soak into a constructed sand bed. A drain tile will convey excess storm water down the slope behind the parking lot underground. The plans and specifications for parking lots are typically not complicated as it is easy to quantify materials needed for their construction. Design for the parking lot was performed in-house as a cooperative effort between Parks Maintenance and Engineering. Bids were solicited in accordance with City purchasing guidelines for projects not exceeding $50,000. Two bids were received for the bituminous and additionally three bids were received for the curb and gutter. BITUMINOUS VENDOR Prior Lake Blacktop Valley Paving COST $20,802.00 $21,744.00 CURB & GUTTER VENDOR Clausen Construction O'Malley Construction Valley Paving COST $6,380.00 $7,518.00 $14,995.00 The lowest responsible bid for the bituminous was submitted by Prior Lake Blacktop in the amount of $20,802.00. The lowest responsible bid for the curb and gutter was submitted by Clausen Construction in the amount of $6,380.00. The City has previously worked with both contractors and is satisfied with the quality of their work. To help reduce costs to the City, staff will provide many of the construction services for this improvement project. In-house work will include sub-grade preparation, installation of Class 5 base, installing silt fence, constructing and planting rain water gardens, back filling, seeding and striping. City staff estimates direct material costs for city installed items to be $8,462.00 in addition to required contractor services. The total proposed parking lot construction cost is $35,644.00. The funding required to complete the project is available in the Capital Parks Fund. This fund is comprised of fees collected from new development and does not impact the general tax levy. Conclusion Staff is recommending that the City Council accept the bituminous bid from Prior Lake Blacktop and the curb and gutter bid from Clausen Construction and approve the resolution to authorize the execution of the city's Standard Contract and the expenditure of city funds for the city installed improvements. Approve a resolution accepting the bids and authorizing the execution of the city's Standard Contract with Clausen Construction for the installation of curb and gutter. 3. Motion By: Second By: WHEREAS, a resolution accepting bids and authorizing the execution of the city's Standard Construction Contract for Jeffers Pond Parking Lot; and WHEREAS, the installation of a 15 stall parking lot has been identified for construction at Jeffers Pond Park in 2006; and WHEREAS, off-street parking lots are provided in our parks for residents to enjoy the city and its parks; and WHEREAS, off-street parking lots are essential for the safety of Prior Lake residents; and WHEREAS, a total of three bids were received for curb and gutter. BID AMOUNT $20,802.00 $21,744.00 WHEREAS, the City's Capital Improvement Program scheduled this construction at Jeffer's Pond Park in 2006 and allocated funds; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: The recitals set forth above are incorporated herein. 1. The Mayor and City Manager are hereby authorized to execute the city's Standard Construction contract with the bidders listed above in the name of the City of Prior Lake for the installation of a parking lot at Jeffers Pond.
