CONSIDER APPROVAL OF A RESOLUTION REJECTING THE BIDS AND
AUTHORIZING RE-BIDDING OF WELL NO.1 0
Introduction
The purpose of this agenda item is for the City Council to reject the bids and
authorize re-bidding of Well No. 10.
Historv
On August 7,2006, the City Council authorized advertisement for bid for
construction of Well No. 10 which was proposed to be located on the Spring
lake Park property. On September 8, 2006, the City opened bids for Well No.
10. Only one bid was received. The bid submitted by Traut Wells was in the
amount of $478,688.00.
On September 18, 2006, the driller (Traut Wells) for the City's monitoring wells
on the Well No. 10 site reported that the Jordan Aquifer did not exist on the
Spring lake Park site (Site A-attached map). The City's Consultant confirmed
this and is recommending Well No. 10 be moved back to the original Well No.
10 site at Howard lake Park (Spring lake Estates - Site B).
Current Circumstances
Typically bid prices are only rejected if we believe a re-bid will result in lower
prices or a project scope change has been made.
Staff has contacted other drillers and feels that we should be able to get more
than one competitive bid if this is re-bid. Additionally because the proposed
Well No. 10 site is not viable, the location change constitutes a major change
in project scope.
Prior to re-bidding Well No. 10, staff will be evaluating the findings of the
monitoring well being constructed at the new Well No. 10 site (Howard lake
Road). Site B as is very close to existing homes in the township that also draw
their water from the Jordan Aquifer. Prior to completing Well No. 10 on this
site, staff will need to evaluate potential impacts to those properties. City
water is not proposed to these areas until after 2010.
Note, the re-publication and specification costs are considered minor and do
not have a financial impact on the project budget. The re-bidding should
ensure that the City gets the most competitive price to complete Well No. 10.

The alternatives are as follows:
1. Approve a resolution rejecting the bids and authorizing re-bidding of Well
No. 10.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,

1. The recitals set forth above are incorporated herein.
2. Staff is authorized to re-advertise for the construction of Well No. 10.
