Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT October 2, 2006 10C Frank Boyles, City Manager CONSIDER APPROVAL OF A REPORT DIRECTING THE STAFF TO REQUEST PAC IMPLEMENTATION OF A PROCESS AND TIMELINE FOR THE INSTALLATION OF FIELD LIGHTING FOR RYAN PARK Introduction The purpose of this agenda item is to request that the Council direct the Park Advisory Committee to initiate a process and timeline for the installation of field lighting at Ryan Park. Historv In 1999 and 2000, Ryan Park was developed as a community play field including baseball diamonds, concession stand, restrooms and soccer fields. Prior to the development of the facility, the staff met with the public to discuss issues associated with the park. The following conclusions were reached regarding this park: . Youth rather than adult uses. . Hours from 8 a.m. to 10 p.m. . No alcohol. . No field lights with the initial improvements. Current Circumstances The PAR Task Force has made its recommendations to help Prior Lake, Savage, and the Prior Lake - Savage School District meet the park facility needs for the next decade. The top priority was to invest in existing facilities like Ryan Park to improve their capacity to host games. In fact, Ryan Park was specifically identified by the committee as an example of how, comparatively, investments could most improve the capacity of existing park facilities. In addition to the PAR Task Force recommendations, funding recently became available for this purpose. PLAY agreed to donate $250,000 over a five-year period to help finance this project. Additionally, the SMSC agreed to contribute $450,000 to the City for park improvement purposes. At the City Council's September 18, 2006, meeting, the Council amended the 2007-2011 Capital Improvement Program to incorporate the Ryan Field lights as a 2007 project. In order for the project to take place in 2007, a process should be initiated now. It is recommended that the process be the responsibility of the Park Advisory Committee and would include the following steps: www.cityofpriorlake.com 00206 RYAl~~.44~.90~ax 952.447.4245 ISSUES: ALTERNATIVES: RECOMMENDED MOTION: October 2,2006 Council approves process and authorizes PAC to oversee its implementation. October 9, 2006 PAC approves process and timeline for implementation including Master Plan for Ryan, Ponds and Radanke property. October 2006 Neighborhood meeting #1 conducted to answer neighborhood questions about Master Plan and lighting project. November 2006 Neighborhood meeting #2 conducted to tour Memorial Park and Ponds Park to compare lighting systems. December 2006 PAC recommends plans and specifications for lighting system based upon meeting input. December 2006 City Council approves plans and specifications and authorizes solicitation of bids. January/February 2007 City Council awards bids for work. May 2007 Installation completed and lights operational. May 2007 City Code modified to amend Ryan Park closing time if changed from 10 p.m. to 11 p.m. which would be identical to the Ponds Park. Conclusion The Council should determine if this schedule is appropriate and its comfort with the PAC overseeing the project. There are people who believe that lights should not be added to Ryan Park. Some believe that the City committed to never installing lights. My review of our files confirms that lights would not initially be installed, but would be possible in the future. Some individuals may also be concerned about modifying the Ryan Park hours to be the same as the Ponds. There are more households surrounding the Ponds Park which closes at 11 p.m. than there are surrounding Ryan Park which closes at 10 p.m. To get the full benefit of the lights, the park closing should be modified. If the Council concurs with the PAR recommendations and desires to proceed with this project, it should determine the process to be used and who should oversee the process. 1. Approve the process as proposed or as amended and direct the PAC to oversee its implementation. 2. Take no action and direct staff as appropriate. Alternative #1 .
