CONSIDER APPROVAL OF A RESOLUTION APPOINTING G. BRYAN
FLEMING TO THE PLANNING COMMISSION FOR A THREE-YEAR TERM
EXPIRING OCTOBER 31, 2009.
Introduction
The purpose of this agenda item is to appoint an individual to fill the vacancy
created by Tony Stamson's resignation.
Historv
The City Council has established nine-year term limits for Planning
Commissioners. Tony Stamson has served for nine years creating one
vacancy on the Commission. Notices were placed in the Prior Lake American,
This Week and the City Website announcing a vacancy on the Commission.
Current Circumstances
Three applications were received and are attached for City Council
information. An interview committee consisting of Planning Commission Vice-
Chair Vaughn Lemke, Councilmember Chad LeMair, Planning Director Jane
Kansier and myself interviewed the three candidates.
All three candidates offered positive assets to the Planning Commission. The
interview committee is recommending the appointment of G. Bryan Fleming for
the following reasons:
Mr. Fleming was the most prepared interviewee demonstrating an
understanding of the role of the Planning Commission.
Mr. Fleming appears to be capable of assimilating the Comprehensive Plan
and Zoning Ordinance to become an effective commissioner.
Mr. Fleming's schedule will allow him to achieve the standards for advisory
committee members.
Conclusion
The Council should determine if it concurs with the recommendation of the
interview committee.
The interview committee believes that the Planning Commission can benefit
from Mr. Fleming's knowledge of city government and detailed, but team-
oriented approach to local government issues - particularly the types of which
are the responsibility of the Planning Commission.
1. Adopt a resolution appointing G. Bryan Fleming to a three-year term to the
Planning Commission which expires October 31, 2009.
2. Take no action.

A RESOLUTION APPOINTING G. BRYAN FLEMING TO THE PLANNING COMMISSION TO A
TERM EXPIRING ON OCTOBER 31, 2009

WHEREAS, Members of the Planning Commission may serve up to three (3), three-year terms
before reaching their term limit; and
WHEREAS, Tony Stamson has served nine years on the Planning Commission creating a vacancy
by virtue of the term limit; and
WHEREAS, In accordance with the bylaws, applications were solicited through the newspaper and
Website; and
WHEREAS, A subcommittee interviewed three candidates for the vacancy and has made an
appointment recommendation to the City Council.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. G. Bryan Fleming is hereby appointed to a three-year term on the Planning Commission
commencing Novemb~r 1, 2006, and expiring October 31, 2009
3. The term limit for Bryan Fleming shall be nine years or until October 31,2015.

upcoming Planning Commission vacancy at the City of Prior Lake. After careful
