Annexation has, is and will be common place in Prior Lake and Spring Lake

Township.
The 1972 Orderly Annexation Agreement confirms the need for and
?
appropriateness of annexation.
Prior Lake history is replete with annexation, growing from a 1 sq. mile
?
community to the 16-sq. mile one it is today.
The Metropolitan Council and Scott County recognize the Urban Expansion
?
Area as the area into which urban centers, such as Prior Lake, will expand.
Scott County is the 8 fastest growing County in the Nation.

Annexation is not limited to Prior Lake and Spring Lake Township. Other Scott
?
County cities and Townships are affected as well.
County / City growth has led to additional transportation needs, including:
?
County Road 82 (targeted for 2004)
o
County Road 12 (targeted for 2005-2006)
o
The 1972 Orderly Annexation Plan has been ineffective in many ways:
?
No way of planning with some certainty
o
Allowed for pollution of Spring lake via development
o
dependent upon well and septic.
Continues to allow well and septic.
o
Did not provide for sewer and water extension which had to be
o
accomplished outside of the agreement.
Therefore, the City?s 2020 Vision and Strategic Plan, has a Vision Element
?
devoted to Urban Expansion to address this important issue.
Discussions have occurred with a subcommittee of the Township Board and
?
City Council to address the complex issues associated with annexation, and
to assemble the current proposal.
