Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT NOVEMBER 6, 2006 5C CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARDIZED CONTRACT FOR ELECTRICAL EQUIPMENT AND INSTALLATION SERVICES FOR THE WELLS NO.8 AND 9 PROJECT Introduction The purpose of this agenda item is for Council to consider approval of bids and authorize the Mayor and City Manager to execute the City's Standardized Contract with Cedar Lake Electric, Inc. of Faribault, Minnesota for the electrical equipment and installation services of the Wells NO.8 and 9 Project. Historv On June 26 and August 7, 2006, City staff was authorized by Council to make the necessary purchases and award contracts to institute the connections of wells 8 and 9 into the City's water system on an interim basis until a water treatment facility can be completed. Current Circumstances To proceed with the process of putting Well 8 online and preparing for Well 9 upon completion, the City advertised for bids for the electrical equipment and installation services project. Staff received three bids for the equipment and installation services; they are listed below: I Bidder Cedar Lake Electric, Inc. Marko Electrical Services, Inc. Electrical Installation and Maintenance Co. . Total Cost $53,500.00 $70,785.00 $86,302.00 Conclusion The engineers estimate for this project was $70,000.00. Cedar Lake Electric, Inc. was the low bidder at $53,500.00. As part of this contract, Cedar Lake Electric will provide and make the necessary connections to equipment which is being supplied by the City and Cedar Lake Electric, Inc. Staff is asking for approval of this agenda item to avoid frost and escalated installation costs for providing electrical equipment installation and services for Wells No. 8 and 9. The funds to complete the project are available in the Trunk Reserve Fund. Funding for Wells NO.8 and 9 are solely provided by development fees for the City's Trunk Water Acreage charge. The need for these wells is a result of new development and therefore funding is 100% development derived. ALTERNATIVES: 1. Approve a resolution accepting bids and authorizing the Mayor and the City Manager to execute the City's standardized contract for the electrical equipment and installation services for the Wells NO.8 and 9 Project. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION TO APPROVE BIDS AND AUTHORIZE THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED CONTRACT FOR THE ELECTRICAL EQUIPMENT AND INSTALLATION SERVICES FOR THE WELLS NO.8 AND 9 PROJECT Motion By: Second By: WHEREAS, On June 26, 2006, City Council authorized the purchase of equipment and structures for Well NO.8 emergency connection; and WHEREAS, On August 7,2006, the City Council authorized the purchase of additional material and equipment for Wells NO.8 and 9 to connect to the City's distribution system; and, WHEREAS, In accordance with the City's purchasing policy, the City received three bids for electrical equipment and installation services for Wells NO.8 and 9; and, WHEREAS, Cedar Lake Electric, Inc. of Faribault, Minnesota, provided the lowest bid of $53,500.00. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to execute the City's standardized contract with Cedar lake Electric, Inc. for the electrical equipment and installation services for the Wells NO.8 and 9 Project at a cost of $53,500.00. 3. The funding for this project is to come from the Trunk Reserve Fund. PASSED AND ADOPTED THIS 6th DAY OF NOVEMBER 2006.
