STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS
CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO
SOLICIT QUOTES FOR GEOTECHNICAL! TESTING SERVICES
ASSOCIATED WITH THE WATER TREATMENT FACILITY
Introduction
The purpose of this agenda item is for the City Council to authorize City staff to
work with Bolton & Menk, Inc. to solicit quotes for geotechnical and testing
services associated with the Water Treatment Facility.
Historv
The City of Prior Lake Capital Improvements Program (CIP) has planned for a
Water Treatment Facility since the mid '90s. The CIP has budgeted $13
million for the construction of a Water Treatment Facility and associated water
storage.
On June 5, 2006 the City Council held an informational meeting to discuss the
status of the Water Treatment Facility. At that meeting the City Council
directed the Water Treatment Facility Committee (WTFC) to proceed with the
consultant selection process. On August 7,2006, Bolton & Menk, Inc. (BMI)
was selected as the design consultant for the project.
Current Circumstances
As part of the design and construction process, a geotechnical! testing
engineer is needed. Soil borings are needed to provide necessary design
information. Material testing will be part of the construction quality control
process. These services were not included as part of the overall project
contract awarded to BMI because they are exclusive of the water treatment
specialty.
In order to proceed with the final design of the Water Treatment Facility, the
City needs to select a geotechnical! testing consultant. The following
schedule indicates the updated project timeline:
