Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT November 6, 2006 10A Frank Boyles, City Manager / ~ Consider Approval of a Resolution Approving Plans and Specifications and Authorizing Solicitation of Bids for: 1) One 2006 Model, 100-foot, Articulating Platform Fire Truck, and 2) One 2006 Model 1500 GPM Fire Pumper Truck. Introduction The purpose of this agenda item is to receive Council approval to solicit bids for two new fire trucks. Historv The City Council has adopted a fifteen-year equipment matrix which is incorporated into the City's five-year Capital Improvement Program. The equipment matrix lists both new and replacement rolling stock needed by each City department to accomplish their work objectives over the next fifteen years. Two pieces of fire department equipment are included in the 2007 equipment matrix: . Aerial Platform Fire Truck The aerial platform fire truck is a replacement for a 21-year-old 1985 American LaFrance 75-foot aerial ladder. Owing to its age, ladder height and technology, the 1985 unit no longer addresses City needs. Because of its age, the American LaFrance as cost significant sums to operate. Its 75- foot length does not provide access to many of the buildings which are now commonplace in Prior Lake. Most importantly, the existing ladder does not provide an articulating arm which facilitates below-grade access and greater reach at all angles. The existing American LaFrance will be traded if the purpose proposal appears to validate such action. If not, the aerial would be retained for limited use. . 1500 GPM Pumper The equipment matrix also contains a new fire pumper. The pumper is intended to address the significant increase in the number and size of dwelling units and businesses which have been added to the City since the last pumper was purchased. Originally, the aerial was to be financed equally by the City and SMSC. The SMSC declined to purchase an aerial in 2005; therefore, this item was placed upon the September 12, 2006, referendum and approved for funding by the public. The 1500 GPM pumper has been a part of the equipment matrix for some years now. The funding source is from equipment matrix funds. www.cityofpriorlake.com "pft6ri'Ef952:44?4230 / Fax 952.447.4245 ALTERNATIVES: RECOMMENDED MOTION: The specifications for both vehicles have been prepared by the Fire Department Truck Committee. City Attorney Pace has reviewed the specifications. She has incorporated provisions in the specifications which allow for the qualification of alternate equipment by bidders. This is always a challenge with fire vehicles. It is our expectation that this provision will both facilitate greater competition, but provide criteria for determining the most suitable bid. Conclusion The Council should determine if it is comfortable with the plans and specifications and, if so, should adopt the attached resolution authorizing solicitation of bids. The plans and specifications are from 70 - 100 pages for each truck. On Friday they will be posted on the City Website's Document Center (Council Agenda Packets) for your review. 1. Adopt the attached resolution approving the plans and specifications for the aerial platform and pumper trucks and authorizing solicitation of bids. 2. Take no action and provide specific direction to the staff. Alternative #1.
