Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT NOVEMBER 20, 2006 5H STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED PROFESSIONAL SERVICES AGREEMENT WITH BRAUN INTERTEC FOR GEOTECHNICAL I TESTING SERVICES ASSOCIATED WITH THE WATER TREATMENT FACILITY Introduction The purpose of this agenda item is for the City Council to authorize a standardized professional services agreement with Braun Intertec for geotechnical and testing services associated with the Water Treatment Facility. Historv The City of Prior Lake Capital Improvements Program (CIP) has planned for a Water Treatment Facility since the mid 1990s. The CIP has budgeted $13 million for the construction of a Water Treatment Facility (WTF) and associated water storage. On June 5, 2006, the City Council held an informational meeting to discuss the status of the WTF. At that meeting the City Council directed the Water Treatment Facility Committee (WTFC) to proceed with the consultant selection process. On August 7,2006, Bolton & Menk, Inc. (BMI) was selected as the design consultant for the project. As part of the design and construction process, a geotechnical/testing engineer is needed. Soil borings are needed to provide necessary design information. Material testing will be part of the construction quality control process. These services were not included as part of the overall project contract awarded to BMI because geotechnical testing is a specialty which only certain firms posses. On November 6, 2006, the City Council authorized staff to solicit quotes for geotechnical and testing services associated with the WTF. Current Circumstances Two quotes were received for geotechnical/testing services, as follows: I Geotechnical Evaluation I Construction Services I Total Cost American Eng. Testing Inc. $ 6.700 $ 17.205 $ 23,905 Braun Intertec $ 4.100 I $ 18.139 $ 22,239 Braun Intertec provided the low quote for this work. City staff has worked successfully with Braun on prior projects. Awarding the contract at this time would allow the consultant to gather the necessary preliminary design information. If the Council decides not to proceed with final design on the WTF in December, the construction services, including testing, would not be needed. December 2008/Januarv 2009 I City Staff worked with consultants to develop the above realistic timelines that will not cause cost increases due to scheduling. The total project CIP budget is $13,000,000 for the Water Treatment Facility and associated ground water storage. The budget includes the professional services contemplated herein. The alternatives are as follows: 1. Approve a resolution authorizing the Mayor and City Manager to execute the City of Prior Lake's Standardized Professional Services Agreement for geotechnical services associated with the Water Treatment Facility. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Prior Lake, MN 55372-1714 RESOLUTION 06-xxx A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED PROFESSIONAL SERVICES AGREEMENT WITH BRAUN INTERTEC FOR GEOTECHNICAL I TESTING SERVICES ASSOCIATED WITH THE WATER TREATMENT FACILITY Motion By: Second By: WHEREAS, The City has planned for a Water Treatment Facility for more than 10 years; and WHEREAS, The City Council made the required water rate adjustments in 2005 to fund the project; and WHEREAS, The City Council authorized the Water Treatment Facility Committee (WTFC) to begin the consultant selection process on June 5, 2006; and WHEREAS, On November 6, 2006, the City Council authorized solicitation of quotes for geotechnical services; and WHEREAS, Geotechnical and testing services are a necessary part of the design and construction process for the facility; and WHEREAS, City staff solicited quotes from two geotechnical consultants for the required services: I Geotechnical Evaluation I Construction Services I Total Cost American Eng. Testing Inc. $ 6,700 $ 17.205 $ 23,905 Braun Intertec $ 4,100 $ 18.139 $ 22,239 Based on the quotes received, staff recommends award of a contract to Braun Intertec for professional services; and WHEREAS, The City must proceed with geotechnical consultant selection to maintain the project schedule; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 1. The Mayor and City Manager are authorized to enter into the City's Standardized Professional Services contract with Braun Intertec for geotechnical/testing services associated with the Water Treatment Facility project in an amount not to exceed $22,239.
