CONSIDER APPROVAL OF 1998 APPOINTMENT
TO MINNESOTA VALLEY TRANSIT AUTHORITY
BOARD (MVTA)

The City of Prior Lake is a member of the Minnesota
Valley Transit Authority (MVTA) through a Joint Powers
Agreement approved by the City Council in 1990. The
Minnesota Valley Transit Authority is a six city Joint
Powers Agreement through which transit services are
delivered to participating municipalities under the "opt
out" statutes.
The agreement and the bylaws indicate that each member
city must appoint one elected representative and one
alternate staff member to the MVTA Board on an annual
basis.
Councilmember Tom Kedrowski has been the City's
elected representative since the MVTA's inception. This
year, however, Councilmember Kedrowski indicated that
he wishes to resign his post. Therefore, one of the other
four Councilmembers must be appointed.
At the first City Council meeting in 1998 the City Council
decided to wait until the vacant City Council seat was
filled before making the appointment to the MVTA Board.
The vacant City Council seat is now filled with the
appointment of Dave Wuellner. Councilmember Wuellner
has indicated his acceptance and desire to serve as the
City's representative to the MVTA Board for 1998.
Assistant City Manager Bret Woodson will continue to
serve as the staff representative to the MVTA Board. The
staff representative also serves as the alternate to the
MVTA Board in the absence of our elected representative.

ALTERNATIVES:
The Council has the following alternatives:
1. Approve Councilmember Dave Wuellner as the 1998
Appointment to the MVTA Board.
2. Approve another Councilmember to the MVTA Board.
3. Table this request for a specific reason.
RECOMMENDATION: Staff recommends Alternative #1
ACTION REQUIRED: Motion and second to approve this item as part of the
Consent Agenda.
