SERVICES FOR CITY PROJECTS 95-08 (CSAH 21), 95-09
(CSAH 42) AND 96-21 (REGIONAL POND).

INTRODUCTION:
The purpose of this agenda item is to consider approval of a
resolution to authorize Howard R. Green Company to complete
construction observation and staking services for the CSAH 21
and CSAH 42 projects which are being constructed under a
cooperative agreement with Scott County.
BACKGROUND:
On June 2, 1997, Council passed Resolution 97-43 and 97-44
approving Scott County plans and specifications for CSAH 42
(including the Regional Pond) and CSAH 21 improvements and
approving the cooperative agreements with Scott County. City
work being constructed under these projects consist of watermain
crossings, sanitary sewer and excavation of the Regional Pond.
The construction began in the summer of 1997 and will be
completed by the end of the 1998 construction season. There is
approximately 2400 feet of watermain and 700 feet of sanitary
sewer left to be constructed on the CSAH 42 project in addition to
Regional Pond construction which will require staking and
inspection by City staff or the City's consultant. On the CSAH 21
project, there is one watermain crossing that remains to be
constructed.
DISCUSSION:
City Engineering Department staff provided the construction
observation and staking for the portion of the CSAH 21 and CSAH
42 projects that were constructed in 1997. The Engineering
Department is currently designing the 1998 Improvement projects
and does not have the staff available at the present time.
Historically, the city has utilized consultants to perform
construction observation and staking services. We anticipate
being able to perform some of this work in-house. However, due
to the time constraints in preparing the 1998 projects, and being
dependent on the Contractor's schedule, we need to authorize a
fee sufficient to cover all of the work required in case staff can not
perform any of this work. Payment is based on actual hours

worked and it is anticipated the final cost will be less than the
authorized fee.
Howard R. Green Company was asked to provide a fee proposal
for the work since they prepared the plans and are familiar with
the project. Staff has negotiated with Howard R. Green Company
to perform the remainder of the /Construction observation and
staking services for these projects for an hourly not to exceed fee
of $29,300.
This project is funded through the Trunk Reserve which had a
balance of $2,183,813.55 as of February 10, 1998.
There are three alternatives for the City Council to consider:
1. Approve Resolution 98-XX authorizing Howard R. Green
Company to perform construction staking and observation
services for the watermain, sanitary sewer and regional pond
construction for the CSAH 21 and CSAH 42 projects at a total'
cost not to exceed $29,300.
2. Deny this item for a specific reason and provide staff with
direction.
3. Table this item until some date in the future.

CSAH 42 (PROJECT 95-09) AND REGIONAL POND (PROJECT 96-21)

WHEREAS, pursuant to Resolutions 97-43 and 97-44 which the City Council adopted on
June 2, 1997, the City Council entered into cooperative agreements for
construction of improvements to CSAH 21, CSAH 42 AND Regional Pond; and
WHEREAS, the City requires construction staking and observation services to complete
these projects.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA:
Howard R. Green Company is hereby authorized to provide construction staking and
observation services for the CSAH 21 and CSAH 42 sanitary sewer, watermain and Regional
Pond for a total fee not to exceed $29,300.
Passed and adopted this 17th day of February, 1998.
