HomeMy WebLinkAbout7A - 4WD Articulating Tractor Award of Bids AGENDA #: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: STAFF AGENDA REPORT 7A PAUL HOKENESS, DIRECTOR OF PARKS AND RECREA TION CONSIDER APPROVAL OF RESOLUTION 98-XX AUTHORIZING THE PURCHASE OF ONE (1) FOUR WHEEL DRIVE ARTICULATING TRACTOR AND ATTACHMENTS JANUARY 5, 1998 The purpose of this Agenda item is to authorize the purchase of one four wheel drive articulating tractor and attachments. At the May 19, 1997 City Council meeting the Council adopted an Equipment Replacement Fund and matrix. The matrix calls for the acquisition of this piece of equipment in 1998. At the November 17, 1997 City Council meeting the Council authorized staff to prepare specifications and solicit bids for this piece of equipment. This piece of equipment (tractor) is designed to clear snow from our City sidewalks and trails. Parks crews are currently using pickup trucks with plows to remove snow from trails, and Toro mowers with blowers and brooms to clean snow from sidewalks. As the miles of trails and sidewalks increase in the community the purchase of this piece of equipment will help to improve our winter maintenance operations. In 1997-98 we removed snow from 15 miles of trails. In 1998-99 when County Road 42 and 21 are completed this will add an additional 6 miles of trails. We will also gain approximately 2 more miles with Mushtown Road, Pond's Trails, and Fish Point Road which will bring our total miles to 23. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER DISCUSSION: With this tractor we would save a great deal of wear and tear on our pickups and mowers and will ultimately save money in repairs and down time. This equipment is designed to withstand the constant jarring and shaking that occurs when plowing trails and sidewalks and is also capable of handling very heavy snowfalls. Toro mowers work well for cleaning ice rinks which are flat and smooth but they were never intended to clean long expanses of trails or remove heavy snow. This tractor is specifically designed to remove snow, and is better than a pickup or Toro mower when it comes to plowing or blowing heavy snow. This equipment will allow us to conserve our Toro mowers for mowing. We currently replace the snow blower attachment on the Toro's every two years. With the Toro's being used primarily on skating rinks we estimate that this will extend the blowers life expectancy another two to three years. These blower attachments cost approximately $3,500.00. These sidewalk plows have four wheel drive and articulate for ease of cleaning intersections and areas that have been plowed in with heavy snow. With an auger and extension chute one can also load into a dump truck from the sidewalk or trail. This would improve our efficiency when cleaning the narrow sidewalks where there is no area for storage such as County Road 44 and Fish Point Road. In these areas we now bucket the snow into a truck with a bobcat, which is very time consuming. With this piece of equipment we are estimating that we will cut our time in half when clearing snow from these areas. With various attachments this equipment can also be used for the following maintenance activities: sweeping debris from trails and sidewalks during the summer months, sweeping sand from boulevards in the spring, cleaning ice rinks, and spreading salt and sand while plowing. Future attachments could be purchased to mow ditches and rough cut areas and also do blacktop milling (grinding). This equipment would be utilized by both the Parks and Public Works Divisions for sidewalk, trail, and street maintenance. AGSIDPLO.DOC PAGE! FISCAL IMPACT: There is $63,000.00 identified for the purchase of this piece of equipment in the Parks and Recreation Department Equipment Matrix which is identified in the Capital Improvement Program. The C.I.P. and the matrix were approved by the City Council at the May 19, 1997 meeting. The funding source is identified as the Revolving Equipment Fund. There is no trade-in vehicle included with this purchase. Equipment Company. AND FURTHER, that the Mayor and City Manager are authorized to execute a contract for the purchase of the equipment on behalf of the City. A V-Plow, snowblower, sweeper broom, and salt/sand spreader. Two vendors delivered bids. One bid was for the Trackless MT5 from MacQueen Equipment Inc., of 595 Aldine Street, St. Paul, MN and the second bid was for the Holder M.T.C. 9700 from R.D.O. Equipment Company of 12500 Dupont Avenue, Burnsville, MN. MacQueen's total bid was $63,756.23 and R.D.Q's bid was $61,184.25 tax included. There is a difference of $2,571.98. R.D.O. being the lowest bidder. Paul, I'm recommending that we purchase the Holder M.T.C. 9700 from R.D.O. for the following reasons. 1) The Holder is $2,571.98 cheaper and keeps us within our budgeted amount addressed in our equipment matrix. 2) Holder is offering a 2 year (24 month) warranty vs. a 1 year (12 month) on the Trackless MT5. 3) We can add a dump box on the Holder in the future for more versatility. The Trackless MT5 does not offer this option. 4) After reviewing all the specifications that were written for the bidding of a sidewalk machine, I'm confident that this machine meets all specifications and will perform efficiently to meet our needs.
