SCHEDULE

The purpose of this agenda item is to consider Council approval of
the 1998 City of Prior Lake Fee Schedule. There are a total of five
proposed changes in existing charges proposed for 1998. Withm
these changes there are two building permit related fee increases
proposed for 1998 in addition to the Metropolitan Council
Environmental Service SAC charge. The latter change is mandated
by the Metropolitan Council Environmental Services agency and is
collected by the city on their behalf.
Attached is the proposed 1998 City of Prior Lake Fee Schedule
which lists all license fees and service charges. Fees identified to
increase are indicated in bold alongside their present amount., Those
proposed fee changes are summarized and identified below:

Parks Director Paul Hokeness has recommended that the land
acquisition base for our 10% park dedication fee be increased from
$13,OOO/acre to $15,000/acre which would result in a fee of $1500
per acre of new development. This figure is based upon the Park
Director's discussion with developers on what land prices are
currently being paid for in Prior Lake. In addition he recommends
that the park support fee on the building permit be increased by
$100.00 to $950.00. This source of financing is dedicated to the
Capital Park fund for trail access, playground and field equipment
improvements within the neighborhood and community parks.
Dog license amounts are doubled only because licenses are now
required to be issued for a two year period versus on an annual basis.
Therefore the total cost to the resident essentially remain the same.

The MCES sac charge increase of $50.00 is required by the
Metropolitan Council Environmental Services. This rate has
increased by $50.00 each year for the past 10-15 years. Water
meters need to be increased by $10.00 from $95.00 to $105.00 for a
standard residential 5/8"x3/4" water meter to reimburse the City for
the increased cost we will be experiencing from our supplier in
1998.
Also the Building Department has proposed a change to fixed permit
fees for the following common home improvement permits:

Prior to this, these types of building permits were tied to valuation
based upon the Uniform Building Code schedule. The reason for the
change is to establish uniform priced permits for smaller
construction projects to expedite and streamline the administration
process for these miscellaneous type building permits.
For information purposes all utility rates associated with the sewer
and water bills including the CF AC (capital facility account charge)
and the storm water charge are proposed to remain the same for
1998. The revenue stream related to these enterprise funds are
sufficient to finance these activities.
ALTERNATIVES
The following alternatives are available to the City Council:
1. Adopt the 1998 City of Prior Lake Fee Schedule.
2. Approve the 1998 City of Prior Lake Fee Schedule subject to
specific Council amendments.
3. Delay action on the fee schedule if additional information is
required by the Council.
RECOMMENDATION: Staff would recommend that the City Council approve either
Alternative #1 or #2 with respect to the proposed 1998 City of Prior
Lake Fee Schedule at this time so that the above referenced changes
may be applied effective January 1, 1998.
