COUNCIL APPLICANTS AND PROPOSED SELECTION
PROCESS:
JANUARY 20, 1998
At the January 5, 1998 meeting, the City Council directed
that I place a notice in the January 10 and 17 editions of
the Prior Lake American soliciting applicants for the
vacant City Council seat. This agenda report addressees
the process the Council may wish to consider to fill the
vacant position.
At the January 5, 1998 meeting, the City Council declared
a vacancy in the Council seat held by Wes Mader created
by his election as Mayor. The staff, in accordance with
Council direction, prepared announcements for inclusion
in the January 10 and 17 Prior Lake American
newspapers to solicit candidates. As of the preparation of
this memorandum, seven persons have expressed an
interest in the vacancy (see attached list). Not all of these
persons has submitted an application form as we
requested. Attached are the completed applications we
have received to date together with resumes in some
cases. Those applications which are completed and
received by 4:30 p.m. Tuesday, January 20, 1998 will be
provided to the Council at the commencement of that
meeting.
The Council has various alternatives it may elect to use to
fill the vacancy. I believe that the most appropriate
process is as follows:
1) Each Councilmember interviews each applicant for 20
minutes in separate rooms. The staff can supply interview
questions should Councilmembers desire. Assuming seven
candidates and 25 minutes per interview (20 minute
interview and 5 minute break), the total time required
would be just under three hours.

2)Following each interview, Councilmembers will rate
applicants on rating forms supplied by staff. Ratings for
each candidate are: "preferred", "acceptable", and
"unacceptable" .
3) At the conclusion of all interviews, the staff will collect
the completed rating forms from each Councilmember. A
matrix will be prepared showing the ratings of all
candidates by all Councilmembers. The matrix will be
shared with the Council before the February 2 meeting.
4) If only one candidate is rated "preferred" by three or
more Councilmembers, that individual would be appointed
unless there were objections from one or more
Councilmembers. If more than two receive such a score,
then a "tie breaking" procedure could be established.
5) The tie-breaker could involve a second interview with
the entire Council, an interview with subcommittees of
two Councilmembers or through a City Council discussion
intended to narrow the list of finalists.
ISSUES:
1) The Council should determine first whether it concurs
with the proposed selection process. Alternatives include:
interviews with all Councilmembers, individual
Councilmember telephone calls to each applicant, teams of
two Councilmembers interview each applicant, or a
subcommittee of two Councilmembers interviews the
candidates. The Council may wish to identify a tie-breaker
procedure as well.
2) A date or dates for the process should be selected. Since
the Council desires to expedite this process, you may wish
to .consider Thursday, January 22 as Councilmember
Kedrowski is not available from January 23 to 30. The
staff has contacted the applicants requesting that they
leave January 22 open for interview. This date would
allow the Council to make the appointment at the
February 2 meeting so the new Councilmember can attend
the February 6 and 7 League of Minnesota Cities Newly
Elected Official Training.
3) The Council should decide which questions it wishes to
use for the interviews. The staff would be glad to supply
examples for Council consideration.

ALTERNATIVES:
1) Address issues one through four and any other the
Council believes relevant to establish a process and
timeline for selection of the new Councilmember.
2) Defer action for further study.
RECOMMENDATION: Alternative 1. Since the Council desires to proceed with
the appointment as soon as possible, it should agree upon
a process and timeline so the staff can contact applicants
as soon as possible to arrange for interviews.
ACTION REQUIRED: Direction to staff with respect to a selection process and
timeline.

COUNCIL SEEKS NEW MEMBER
The Prior Lake City Council is accepting applications until January 20, 1998 to fill a two
year City Council term expiring December 31, 1999. The vacancy on the City Council
was created when Wes Mader vacated his Council seat to become Mayor.
Applicants must be 21 years of age and residents of the City of Prior Lake for at least
thirty days. Councilmembers receive $250 per month. Council meetings occur the first
and third Monday of each month at 7:30 p.m. with work sessions the second Monday at
5:30 p.m. Councilmembers may be responsible for attending other periodic day or
evening meetings. Candidates can expect to spend seven to fifteen hours weekly on
Council duties (meetings, site visits, telephone calls and studying agenda reports).
Applications are available by calling Kirsten at 447-9803 Monday through Friday 8:00
a.m. _ 4:30 p.m. Completed applications and resumes are due by 4:30 p.m. Monday,
January 20, 1998.

It is my understanding that a vacancy will be occurring on the city council,
when Wes Mader becomes mayor of Prior Lake. I would like to express my
interest in completing Mr. Mader's term. The article which appeared in the
Prior Lake American regarding this appointment, indicates that the Council
has not yet determined a process it will follow to fill this vacancy.
If the Council decides that it will accept applications for this vacancy, I am
submitting this letter indicating my interest. I have been a Prior Lake
resident for over twenty years and feel that I have the time, experience and
desire necessary to provide a positive contribution to the City and all of its
residents. If applications are accepted and the Council wishes additional
personal information and decides to conduct interviews, I will make this

Dear Mr. Mader.
I am writing this to express my interest in being considered for the appointment to the open seat of the
City Council.. Many friends and neighbors that are familiar with my experience and interest in local governmental
issues have urged me to apply. I am a life long resident of the Prior Lake area having lived at my current address
2591 Spring Lake Road (the part within the city) for over 25 years. I have ahvays been inlerested in and involved
in Community issues, most recently. I served on the School District Referendum Committee. and am currently
serving on the on the Citizens Advisory Committee to the Minnesota River Joint Powers Board. I also served on
the Prior Lake-Spring Lake Watershed committee reviewing the 504 Water Management Plan. Attached you will
find a listing of various committees and organizations I have belonged to that demonstrate a long term
commitment to this area and experience in dealing with the problems and issues facing this area.
I would like to point out that I have served on the Prior Lake Planning Commission and over the past 12
years have made several applications to be appointed to the commission or to be appointed to the Lakes Advisory
Committee. Unfortunately the previous Mayor appointed other candidates. This has allowed me to volunteer and
become involved in other areas.
I believe a review of my background and experience will demonstrate the skills and knowledge I could
bring to the city Council. I would also bring a lifetime of history and experience in the community. Two of my
sisters married old town families. that represent up to four generations in Prior Lake. I am \vell acquainted with
Councilmen Schenck. and Kedrowski. having worked with them in other areas. and believe I could work well with
them on the council. I have known Jim Peterson for years and supported his election.
If appointed I would work to see that city policies are well understood and consistently enforced. Although
the northern sections of the city and the area around Prior Lake have experienced the majority of growth in recent
years, the upgrade of County 21 and Highway 13 and development around the casino will change that. The City
government must be more aware of the problems facing the other areas of the city. It must honor promises. protect
its residents. and remember that the money it spends comes out of the pockets of its residents. When I was on the
Planning Commission there were two points I always tried to remember. First. we are here to protect the property
of our residents. and help them when we can. Secondly, that there is such a thing as a bad development. I hope this
gives you some insight in my personal philosophy
lam curentally employed as the Maintance Manager at the Toro Manufacturing Plant in Shakopee. Toro
supports community activity by its employees and this location wouold allow quick easy access to the City Hall.
Prior to this I spent ten years as the Director of Facilities Services for Augsburg College. an experience quite
similar to running a small community.
If you chose the committee format to select the candidate for your council seat I would be pleased to be
considered.
