CONSIDER APPROVAL OF AGENDA - R 1998 CITY
COUNCIL WORKSHOP.
JANUARY 20, 1998
Annually, the City conducts a two day workshop at the
beginning of the year. The purpose of the workshop is
twofold. On one hand, the Council discusses specific policy
questions to build consensus. On the other hand, the
workshop provides the Council (particularly a new
Council) with the opportunity to get to know one another's
values and beliefs to facilitate more effective working
relationships. This agenda item requests Council approval
of the proposed City Council workshop agenda for 1998.
This year's workshop is scheduled for Friday, February
13th and Saturday, February 14th at the Oak Ridge
Conference Facility in Chaska. The conference is planned
for 8:00 a.m. to 5:00 p.m. on Friday and 8:30 a.m. to 3:30
p.m. on Saturday.
Attached for Council information is a Draft Agenda. The
agenda was prepared based upon previous City Council
direction, my observations and previous workshop
agendas.
Shown below is a more detailed description of the draft
agenda:
A) FRIDAY, FEBRUARY 13th, 1998
1) Gettine- started: For the workshop to be most
effective, it is important for participants to share
expectations for accomplishment. The agenda can be
modified if appropriate to meet Council expectations.
2) Emolovee Initiatives/Baseline Fie-ure~: City
Employees have been working hard to improve service
delivery by focusing on interdepartmental communication,
employee turnover, labor agreements, public partnership
and cost containment/cost savings efforts. The employees

themselves would like to report to the City Council so that
you are aware of their planned efforts and intended
outcomes.
3) Streamlinine- the Bvlaws: The Council has directed
that the bylaws be revised and streamlined. Accordingly, I
will prepare proposed revisions for discussion at the
workshop.
4) Ae-enda Renorts to Meet Council Information,
Needs: The primary way the City staff communicates
with the City Council is through agenda reports. If the
reports do not meet City Council information needs the
outcome is longer meetings, mis-information and a
diminished ability of the Council to perform its function.
Ineffective reports also undermine the Public and Council
confidence in the staff. This session is intended to help us
collectively create a report format and content which most
effectively meets Council needs.
5) Cable Television Utilization: Prior Lake is served by
Triax Cablevision under franchise agreement. Some Cities
aggressively use Public Access for community identity,
civic education, promotion of City Programs and taxpayer
feedback. The purpose of this session is to discuss how
Prior Lake can most effectively utilize cable television.
B) SATURDAY, FEBRUARY 14, 1998
1) In the morning, the primary focus is to discuss and
establish performance standards for the City Manager in
1998. This process is a "two way street" and deserves a
frank discussion so the CouncillManager relationship can
be an effective partnership.
2) The afternoon is devoted to specific issues which the
Council may wish to discuss. The intent is to provide 30 to
45 minutes for each discussion item, ending with direction
or consensus. The Council should review the items I have
proposed for discussion and modify them based upon your
desires.
ISSUES:
The workshop is primarily for the Council's benefit.
Accordingly, Councilmembers should feel free to review
and amend the agenda as desired. Remember that the
zoning ordinance is scheduled to be discussed in a
separate work session as is the Library/Dance studio
project, and Tax Increment Policy.

RECOMMENDATION: Alternative 1. To prepare for the workshop, I need to know
the Council's desires regarding the agenda.
ACTION REQUIRED: Provide direction to staff regarding the workshop agenda.
