COUNCIL VACANCY.

BACKGROUND:
A vacancy was created on the City Council by the election
of Wes Mader as Mayor. Since less than half of the term of
this vacancy remains, state statute provides that the City
Council may appoint a replacement. This agenda item will
accomplish the appointment of a fifth member to the City
Council.
DISCUSSION:
The City Council solicited applications from interested
Prior Lake residents through announcement in the Prior
Lake American. Eleven residents submitted applications
prior to the deadline of January 20, 1998.
On Thursday, January 22, 1998, the City Council
individually interviewed each candidate at City Hall. On
January 26, the Council conducted a Special Meeting to
narrow the field of finalists to three.
The minutes of the January 26, 1998 meeting summarize
the City Council's public discussions about this issue.
Candidates Bob Jader, Jeannie Robbins and Dave
Wuellner were selected as finalists.
Earlier this evening at the Special City Council meeting,
the three finalists made individual presentations to the
City Council of up to fifteen minutes and each was
questioned by the Council as a body.
At the conclusion of the Special Meeting, the City Council
discussed their final choice.
ISSUES:
In accordance with state statute, the City Council should
attempt to adopt the attached resolution appointing a
person to complete the unexpired term. If after discussing
and voting on one or more candidates, a majority cannot

be garnered, then statute provides that the Mayor would
make the appointment.
ALTERNATIVES:
1. Adopt by majority vote Resolution 98-xx by filling in the
name of the appointee.
2. Take no action subject to additionl selection procedures as
the Council may deem appropriate.
3. Mayor selects a candidate if the Council is unable to agree
by majority vote to a successor.
RECOMMENDATION: Alternative 1.
ACTION REQUIRED: Motion and second to adopt Resolution 98-XX after
designating the appointee on the Resolution.

WHEREAS,
the City Council has publicly solicited applications to fill the
currently vacant position on the City Council, and
WHEREAS,
such solicitation has resulted in the receipt of eleven applications
and
WHEREAS,
the City Council has conducted one on one interviews with every
applicant and every Councilmember and
WHEREAS,
a Special City Council meeting was conducted on January 26, 1998
to narrow the finalists to three, and
WHEREAS,
a Second Special City Council meeting was conducted at 5:30 p.m.
February 2, 1998 to hear a presentation and further interview each
of the three finalists before the entire City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, Minnesota that it does hereby appoint
effective February 17, 1998 to fill the vacancy on the City Council, the term of
which expires on December 31, 1999.
