INTRODUCTION:
The purpose of this agenda report is for the Library/Resource
Center Building Committee and the Architectural firm of
Meyer, Scherer, and Rockcastle, Ltd. to receive City Council
approval. The Council will have already heard the
presentation by the Building Committee and the
Architectural firm at the worksession prior to the regular
Council meeting. It is the hope of the Committee that the
Council will support the efforts of the Committee and
authorize them to continue with their efforts.
BACKGROUND:
At the April 7, 1997 City Council meeting the Council
appointed a building committee for the new
Library/Resource Center (Exhibit A). One of the
responsibilities of the committee was to make a
recommendation to the City Council regarding the selection
of an Architectural firm. At the October 20, 1997 City
Council meeting the Council approved the recommendation
of the committee and authorized that the City enter into
contract with the firm of Meyer, Scherer, and Rockcastle,
Ltd. (M.S.R.). The contract agreement has now been
completed and submitted for the mayor's signature.
The committee and M.S.R. have held two community
meetings and numerous planning and strategy meetings over
the course of the last three (3) months (Exhibit B).
The committee had planned on meeting with the Council at
the February 9th worksession, however, this meeting time

was needed for the selection of a new Council member.
Therefore the committee presentation to the City Council
was rescheduled for March 2nd.
DISCUSSION:
FACILITY LOCATION
The architect presented seven different possibilities for the
location of the facility to the committee (Exhibit C). The
Building Committee concurs that Scheme G is the best
scenario for the facility. The committee and the architect
were working under the premise that the facility would be
located on property that was presently owned by the City
since there was no money in the referendum budget to
purchase property. The community opinion was that the
facility be located downtown and preferably in the present
location.
At a Downtown Steering Committee meeting, held on
January 5, 1998, the suggestion was made to investigate
another potential site located north of Dakota Street. The
committee and the architect discussed this possibility and
after further research came to the conclusion that the most
logical site for the new facility was still Scheme G, in front
of City Hall. The document identified as "Scheme G
Revised" represents the architect's formalization of Scheme
G. Also attached is the Preliminary Plan for the building
interior and exterior for Council information.
The site locations, including the pros and cons of each, are
described in detail in the memo from Paul Hokeness to Frank
Boyles (Exhibit D). Exhibit D also includes an aerial picture
of the pond site and a letter from Architect Petit expressing
his views.
DANCE STUDIO
The City of Prior Lake Dance Program has been in operation
for fifteen years. We are currently leasing space at the
Priordale Mall to conduct the program This has always been
a successful program and well received by the community, as
over 250 girls and boys participate on an annual basis. The
program generates net revenue for the City while still
keeping our fees lower than those at private studios. (See
budget spreadsheet-Exhibit E).

COFFEE SHOP
The concept for a coffee shop originated from the Friends of
the Library and was first discussed when we were preparing
for the referendum. There are currently Libraries at
Roseville and Edina that have small coffee shops which
generate revenue. The coffee shop which is being proposed
for our facility would be a small area in the lobby adjacent to
a waiting area. The Coffee Shop is shown on the attached
preliminary plan as part of Exhibit C. The coffee shop idea
was well received at the community meetings.
It is not the intention to have City employees operate the
coffee shop, but to do a Request For Proposal to lease this
space to a private company or find a local business that
would be interested in operating the shop and pay the City a
percentage of the gross receipts. If the coffee shop does not
generate a profit in years to come the space could be
converted to a display area or an extension of the lobby and
waiting area.
The Library/Resource Center budget is $2,500,000.00 all
inclusive. Ifwe were to move the location to a site other than
City owned property we would have to find a way to fund the
purchase of property.

WHEREAS, the passage of the 1997 Park and Library referendum involved the
design and construction of a Library/Resource Center and,
WHEREAS, the City Council appointed a Building Committee for the new
Library/Resource Center to make a recommendation selecting an
Architectural firm and,
WHEREAS, the City Council approved the firm of Meyer, Scherer, and Rockcastle,
Ltd. as architect for the project and,
WHEREAS, Meyer, Scherer, and Rockcastle, Ltd. conducted two community

INTRODUCTION:
Staff has prepared a preliminary strategy and schedule for the
planning, purchasing, design, and construction activities for the
Parks and Library referendum items. Staff feels that it is
critical that the Council be involved in the undertaking of such
monumental projects and would appreciate any input that the
Council may have.
BACKGROUND:
Now that the Parks and Library referendum has passed and a
financing alternative is being selected it is critical that we map
out a schedule of events so that the construction of the Parks
and Library elements can be completed within the three year
time allotment. The following is a list of the projects which
were included in the Parks and Library referendum. Each
project includes a sequence of events which will take place all
the way from land acquisition to construction and final Council
approval.
LIBRARY AND DANCE STUDIO
· Appointment of building committee. (EXHIBIT A)
· Request For Proposals to select an architectural firm to
complete project.
· Building committee's recommendation and selection of
architectural firm.
· Council approval of architectural firm.
· Project bid process.

DISCUSSION:
This construction strategy is the first step in informing the City
Council and public of the phases of the Parks and Library
construction. Staff will make every attempt possible to inform
the Council and the Public as to the progress of this very
complex planning, bidding, and construction program. Staff

will give progress reports through the Managers Weekly
Update, include articles in the Wavelength and Prior Lake
American, and presentations on Cable T.V., including the
Inside City Hall program.
FISCAL IMP ACT:
Staff will adhere strictly to all bidding and purchasing
guidelines and will request Council approval at the appropriate
times.
ALTERNATIVES:
l. Approve this construction strategy and authorize staff to
proceed with the following:
. Appointment of building committee for the Library/Dance
Studio per EXHIBIT A.
. Negotiate the acquisition of land and make
recommendations to the Council.
. Prepare Requests For Proposal for the Library, Lakefront
Park, and the Community Park! Athletic Complex and
proceed with the selection of architectural firms.
. Appoint an electrical engineer to assist with the Pond's
lighting.
. Proceed with the bidding process for lighting, irrigation,
and playground equipment.

We had a great meeting Monday evening. The group dynamic seems to be very positive
and Jeff and I are excited to get started. This memo is a recap of the project scheduling
through the end of construction in August of 1999.
Frank discussions during our Building Committee meetings is encouraged. We have thick
skin and lots of ideas, so I can assure you we will survive criticism and return with
alternatives.

1. Jeff will open the forum with an overview of

point, the final site plan will be decided. Also, we'll
have a reasonably detailed floor plan and some

II. The site plan, site model, building plan and
exterior images will be displayed. Again the main
purpose is to generate public comments.
Schematic Design Phase begins. The work during
this phase focuses on further site refinements,
building plan refinements, final furniture and
shelving layouts, and finalizing the exterior design.
4:30 p.m. @ the Maintenance Center: Building
Committee meeting with Jeff and Barry reviewing
the schematic progress.
4:30 p.m. @ the Maintenance Center: Building
Committee meeting with Jeff and Barry. This will
mark the conclusion of the Schematic Phase. We
will need the committee to approve the site plan, the
building plan and the exterior design. We will also
present our first cost estimate.
5 :30 p.m. @ Fire Hall: Presentation to the City
Council Work Shop. This presentation will
essentially repeat the February 4th presentation to
the building Committee.
The Design Development Phase will also start. This
phase concentrates on the engineering (structural,
mechanical, electrical and civil). In addition, a more
refined cost estimate will be produced.
Architecturally, we focus on the building envelop,
by developing and detailing all the critical exterior
wall sections. Simultaneously the interior design
and detailing is also developed. Finally we develop
an outline specification listing the specific building
products.
4:30 p.m. @ the Maintenance Center: Building
Committee meeting with Barry, Lynn and Traci.
The primary focus will be on the interior design,
which includes furniture selection, materials (carpet,
ceramic tiles, stone, etc.), colors, hardware and
millwork.

4:30 p.m. @ the Maintenance Center: Building
Committee meeting with Jeff, Barry, Lynn and
Traci. This will be our final Design Development
meeting. The committee will need to approve the
entire building design. Issues regarding the
furnishings (chairs, tables, fabrics and colors) can be
discussed later, because those items will be bid
separately.
MSR will begin the Construction Documents.
These drawings are the technical documents used
for bidding and used by the contractor to build the
library/dance studio.
Advertisements for bidding will be placed in the
construction bulletin by Paul.
The Construction Documents will be issued to
interested contractors for bidding. We are allowing
four weeks for bidding.
2:00 p.m. @ the Fire Hall: Bids will be opened.
Legally the job is awarded to the lowest qualified
bidder. If the low bid is above the budget we will
have approximately two weeks to straighten out the
problems before the Council meeting on Aug. 3rd.
The low bid will be presented to the City Council
for their approval.
Construction will begin.
Library construction is completed.
After the Scheduling Meeting, we all retreated to the conference Room, minus Paul and
Patrick for further discussion.
1. Mary Knowlton was concerned about the current fashion with Prairie Style
architecture. She felt design this trendy would be short lived and the library would
quickly become 'dated'. This subject concluded with MSR encouraging the committee
members to bring pictures, to our next meeting, of buildings they liked and seemed
appropriate for Prior Lake. These photos would clearly help define the committees
design direction.

2. The scale of the building should attempt to echo the scale of the surrounding
buildings. Jeff felt the library facade made need to be divided into smaller pieces to
create a better compatibility with the neighboring structures.
3. Chris Mosley suggested that a library tour would be good in order to generate
discussion among the committee and MSR.
4. There was a brief discussion regarding the site planning. It was clear that the
committee strongly felt that the existing library should be demolished. MSR
expressed the same feeling. This corner of the town is extremely important in the
future redevelopment of the Central Business District and the current converted bank
is not an asset to Prior Lake's future.
5. Hillary Toren wished the new library could have a landscaped court yard at the main
entry.
6. MSR stated that the dance studio could be a great asset for the town, but it should
appear to be a separate building, at grade and sharing a common entry with the
library. Also the studio has enormous potential for other community uses beyond
dancing. The building may want to become quite transparent so people can see the
. activity within the building especially during the winter months.

Library/Dance Studio Building Location
It was suggested that we investigate the possibility of placing the ne\'.i Library/Dance
Studio on the site located behind the Conoco station adjacent to the pond at Lakefront
Park. We have discussed this location in our committee and community meetings and I
have outlined some of the concerns regarding the pond site. I have also attached a letter
from Barry Petit with his recommendation.
Pond Site
· We have no money in the budget for land acquisition. According to Edina realty the
listed price for this piece of property is $210,000.00.
· The pond property is not large enough. The Library/Dance Studio will need at least
30,000 square feet for the building, sidewalks, and landscaping. The parking lot and
driveways would be and additional 30,000 square feet. We would need a minimum of
60,000 square feet.
· The pond site is approximately 27,000 square feet from edge to edge and is also an
L-shaped parcel, which would make it difficult to design the facility on this site. In
order to make the building, parking lot, and driveways fit on this site we would have
to acquire the two homes and the day care which are adjacent to this property. I
would estimate that this could cost an additional $300,000.00, minimum.
. The access to this site would be not be as good as the City Hall site.
· The committee has discussed the importance of visibility and how this new facility
could attract potential developers for the downtown. The visibility of the pond site is
not as good as the City Hall site. ;
. There could be some problems with the slope and setbacks.
. There are uncertainties regarding the fill that was placed in this site.

Reasons for the selection of the City Hall site:
· The City owns this property.
· The facility will fit well on this site and there would be joint use parking with
downtown and City Hall. We would not have to buy additional land to create more
parking.
. This site has good visibility.
· This site has good access. There would be three street access points to the facility.
· The elevations are good.
· The utilities are readily available.
· This site provides us with a Civic Center concept. This \-vill be very convenient for
our residents. (We process our dance registrations through our Parks and Recreation
office in City Hall). The convenience of the community space and meeting rooms
will be a nice amenity for City Hall.
· \Vithout doing soil borings at this time \ve are fairly certain that there are good soils
and there are no contaminants or refuse buried on this site. (Soil borings will be done
in the near future).
· Last but not least. The City Hall site was selected by the Committee. and \-vas weIr
received at our community meetings.
Reasons for not building on the existing site:
· The existing Library site (the corner) was ruled out as there was not enough land
space, even if you demolished the existing facility. Again. we would have to
purchase additional properties (the blue building to the north) to make the facility fit
at this location.
· If the Library was built at the current location it would block off the existing drive
~nd eliminate many parking spaces.
· It was felt that the existing Library corner would be better utilized as commercial
property.
· The Library could remain in operation while the new facility is being constructed.
We will once again discuss the pond location at our building committee meeting on
February 4th, however, at this time I would recommend that we do not spend any more
staff time or money researching this pond site for the Library/Dance Studio. We will
discuss the final recommendation with the City Council at a future worksession.
If the property owner is anxious to sell the pond site I would recommend that they start
by doing a phase one environmental assessment of the site. As was discussed in our
Downtown Steering Committee meetings the pond site was recommended as a possible
location for some type of residential development.

Dear Paul:
I chink the library/dance studio presentation to the:: DOWf/.ioW1'1 Steering
Com.m.ittee w~nt well. I sensed, however there:: still remains some pressure for
exploring the Pond site, a.lr.housh it's currendy not owned by the City. For several
rc::asons, I strongly believe the;: site which was approved oy the committee is ideal.
I believe it's high visibility sends a profound message to c:yeryone that Prior Lake
is on a mission to cha.nge. This will surely help sell your renaissance dream to
potencial developers.
It's extremely important to remember the library/danc~ ~-cuclio is a dc.::stination use,
which means it wilI be successful where ever it's built. A.<:. I bric::fly stated during
the committee meeting, the Pond site would be prt:fet.."t for high density housing
where the trer::s, lake and open spaces becomt: a strong marketing asset. Imagine::
living in a beautiful fowhnuse with a park on one side and the downtown on the
other ! .
The other important issue to realize is that: the site: selected by the commit.tee is
highly visible from :I.lI four sides. Typical1y office buildinGS and t;specially retail
buildings concentrate thr::ir design on one primary facade:: while the orhr::r three
sid!::s receive less attention. This site:: demands a q\lality design on all sides !
Anomer asset libraries being to this type of setting is off hour and weekend
activity. This is a nice complement to any Downtown.
As you can tell, I'm t:xcited about tht: sit!:: selected in front of City Hall, which
c,:c)mplements and strengthens the civic center concept. I sincerely bdicvc this
location will also br:: crucial in the redevelopment of the Prior Lake Downtown.
We :. reviewing both. sites again with the committee for further input and
final (:co endation.
