HomeMy WebLinkAbout5F - Utility Maintenance Vehicles STAFF AGENDA REPORT AGENDA # PREPARED BY: SUBJECT: SF AL FRIEDGES, PARKS SUPERVISOR CONSIDER APPROVAL OF RESOLUTION 98-XX AUTHORIZING STAFF TO PREPARE SPECIFICATIONS, ADVERTISE, AND SOLICIT BIDS FOR: A. ONE UTILITY MAINTENANCE VEHICLE WITH HERBICIDE SPRAYER AND BALLFIELD DRAG AND B. ONE UTILITY MAINTENANCE VEHICLE WITH ATHLETIC FIELD LINE STRIPER. MARCH 16, 1998 DATE: INTRODUCTION: The purpose of this agenda item is to authorize staff to prepare specifications, advertise, and solicit bids for: A. One Utility Maintenance Vehicle With Herbicide Sprayer And Ballfield Drag, and B. One Utility Maintenance Vehicle With Athletic Field Line Striper. At the May 19, 1997 City Council meeting, the Council adopted an Equipment Replacement Fund and Matrix. Identified in the matrix is $31,525.00 plus tax for acquisition of this equipment in 1998. BACKGROUND: The Utility Maintenance Vehicle with the Herbicide Sprayer and Ballfield Drag Attachment is designed for dragging infields on ballfields and applying chemicals for turf management and weed control. Currently Parks Maintenance Crews are applying herbicides to highly sensitive areas adjacent to ponds, lakes, and private property with a homemade sprayer that is difficult to calibrate and control application areas. This new sprayer can be calibrated for precise herbicide distribution and contact. This piece of equipment will also be utilized to maintain ballfields when the spray unit is removed. With it's hydraulic operated dump box and ballfield drag, this Utility Maintenance Vehicle will be used daily for dragging ballfields, hauling aglime, black dirt, and garbage, etc.. The Utility Maintenance Vehicle with the Field Line Striper is designed for applying liquid line marking paint on football, soccer, baseball, and softball fields. Parks Maintenance crews are currently lining fields with a homemade line marker mounted on a Toro lawn mower (See Agenda Item 5E). DISCUSSION: Utility Maintenance Vehicle with Herbicide Sprayer and Ballfield Drag This piece of equipment is mobile, and can be driven to and from park sites. We currently use a tractor to apply herbicides to turf areas. This lighter piece of equipment will also reduce the amount of turf damage and compaction. With the increasing concern for our environment, it becomes more important that we apply herbicides with equipment that is specifically designed for this purpose. Utility Maintenance Vehicle with Athletic Field Line Striper Currently, we use a homemade striper with a 7 gallon capacity tank mounted on a Toro lawn mower. The proposed utility maintenance vehicles are equipped with a 55 gallon tank which enables us to . stripe 6 times more fields per tank. COST BENEFIT ANALYSIS: · The mower currently used for field line marking will be replaced with a new mower (Agenda #5E). This will put our mowing fleet back to four 72" mowers which will increase mowing capacity by 25%. · In 1997 and '98 we gained four new ballfields which need dragging and stiping. Public demands have increased with the increase in participants and games. This equipment will allow us to keep up with current demands. · We will save $300-400.00 per year on herbicides using modem equipment and proper calibrations. · Both of the vehicles are street legal and do not need to be trailered from site to site. We do not need to buy trailers to transport these vehicles. (Trailers cost approximately $1,700.00). · With the larger capacity tank on the new vehicle we can stripe six times more fields and save approximately two hours per day mixing paint. ALTERNATIVES: 1. Approve Resolution 98-xx authorizing staff to prepare specifications, advertise, and solicit bids for two (2) Utility Maintenance Vehicles with attachments. 2. Deny this item for a specific reason. 3. Table this item for a specific reason. RECOMMENDATION: Staff recommends Alternative #1. STAR_TRF.DOC 2 ACTION REQUIRED: REVIEWED BY: REVIEWED BY: STAR_TRF.DOC Motion and second to approve Resolution 98-xx authorizing staff to prepare specifications, advertise, and solicit bids for one (1 )Utility Maintenance Vehicle with Herbicide Sprayer and Ballfield Drag, and one (1) Utility Maintenance Vehicle with Athletic Field Line StriRer. ~)\~ U 3 RESOLUTION 98-XX RESOLUTION APPROVING THE PREPARATION OF SPECIFICATIONS AND THE SOLICITATION OF BIDS FOR ONE (1) UTILITY MAINTENANCE VEIDCLE WITH HERBICIDE SPRAYER AND BALLFIELD DRAG AND ONE (1) UTILITY MAINTENANCE VEHICLE WITH ATHLETIC FIELD LINE STRIPER MOTION BY: SECOND BY: WHEREAS, the City of Prior Lake is committed to keeping our community parks groomed and attractive, and WHEREAS, these two utility maintenance vehicles will significantly improve the City's ability to maintain athletic fields and apply chemicals for turf management and weed control and will be used for a variety of maintenance activities in our Parks maintenance operations, and WHEREAS, funding for this vehicle was included in the Parks and Recreation Department Equipment matrix which was approved by the City Council as a part of the Capital Improvement Program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that staff is authorized to prepare specifications and solicit bids for one (1) utility maintenance vehicle with herbicide sprayer and ballfield drag and one (1) utility maintainence vehicle with athletic field line striper.
