CONSIDER APPROVAL OF RESOLUTION 98-XX
REQUESTING SCOTT COUNTY HAVE A TRAFFIC AND
ENGINEERING STUDY CONDUCTED ON CSAH 12 (170th
STREET) BETWEEN TH 13 AND THE WESTERLY CITY
LIMITS TO REVIEW THE POSTED SPEED LIMITS.

BACKGROUND:
Mayor Mader has expressed a concern about the posted
speed limits along County State Aid Highway (CSAH) 12
between Trunk Highway (TH) 13 and the westerly City limits.
The highway in this segment curves between Prior Lake and
Spring Lake and has narrow and non-existent shoulders.
Development in the area has increased traffic volumes on
the segment and also increased pedestrian and bicycle use
of the segment. The segment as it currently exists is not
conducive to pedestrian and bicycle use. There are also
numerous intersecting City streets in this segment which
have seen increased traffic.
DISCUSSION:
Speed limits on all Minnesota roadways are set by the State
Commissioner of Transportation. The setting of speed limits
is based on a Traffic and Enigneering Study of the roadway
to determine the 85th percentile speed of the traffic currently
using the road. This means the speed limit is determined to
be the speed at which 85% of the current traffic travels at or
under. Currently the posted speed limits on this segment of
CSAH 12 (traveling west) are 45 mph from TH 13 to CR 81
(south) and 35 mph from CR 81 for a distance of one mile
where it returns to 45 mph and remains 45 mph to CSAH 17.
It should be pointed out that results of a Traffic and
Engineering Study might show that the 85th percentile
speed of the current traffic exceeds the posted speed limits
in which case the speed limits could be increased.

CSAH 12 between TH 13 and the westerly City limits
to review the posted speed limits.

A RESOLUTION REQUESTING SCOTT COUNTY HAVE A TRAFFIC AND
ENGINEERING STUDY CONDUCTED ON COUNTY STATE AID HIGHWAY 12
BETWEEN TRUNK HIGHWAY 13 AND THE WESTERLY CITY LIMITS TO REVIEW
THE POSTED SPEED LIMITS.

WHEREAS, the current speed limit on County State Aid Highway 12 between
Trunk Highway 13 to County Road 81 (south) is 45 miles per
hour and from County Road 81 (south) for a distance of 1 mile
westerly is 35 miles per hour where it returns to 45 miles per
hour, and
WHEREAS, development in the area of this segment of County State Aid
Highway 12 has increased the amount of traffic and pedestrians
on the highway, and
WHEREAS, this segment of County State Aid Highway 12 is not safely
conducive to pedestrian and bicycle uses.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
Scott County is hereby requested to have a Traffic and Engineering Study conducted
on County State Aid Highway 12 between Trunk Highway 13 to the westerly City limits
to review the posted speed limits.
