AGENDA ITEM: DISCUSSION: HISTORY At the April 7, 1997 Council meeting, the Council authorized Bonestroo, Rosene, Anderlik, & Associates to provide the required professional engineering services for the completion of well #6, reconstruction of well house #3, and the associated water system improvements, which included SCADA (Supervisory Control And Data Acquisition) upgrading. At the October 6, 1997 City Council meeting the Council approved going forward with the upgrading of the SCADA system in conjunction with the reconstruction of Wellhouse #3, prior to beginning construction of well #6. At the June 15, 1998 City Council Meeting the Council approved the plans and specifications and authorized the advertisement for bids for the replacement of the SCADA system for the City's water distribution system. A copy of the agenda report for that meeting is included with this report. CURRENT CIRCUMSTANCES Bids for the replacement of the SCADA system were opened on Monday, July 27,1998, and are tabulated as follows: 162()9\~@reek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. I Instrument Control Systems, Inc. I System Control Services, Inc. Total Bid $182,000.00 $215,800.00 $198,159.00 $161,995.00 The Engineer's estimate for this project was $162,000. ISSUES Equipment procurement lead time required that this contract be let and awarded now in order to be installed upon completion of the reconstruction of Wellhouse #3 and be ready for the 1999 peak demand season. CONCLUSION Based on the bids received it is the Staff and our Consulting Engineer's recommendation (letter attached) to award the bid to System Control Services, Inc. of St. Paul, Minnesota in the amount of $161 ,995.00. This project is being funded through the Trunk Reserve fund. The Trunk Reserve Fund had a balance of $1,904,325.23 on, June 1, 1998. There are three alternatives for the City Council to consider: 1. Approve Resolution 98-XX awarding the bid for a replacement of the Supervisory Control And Data Acquisition system for the City's water distribution system in the amount of $161,995.00 to System Control Services, Inc. of St. Paul, Minnesota. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. MOTION BY: SECOND BY: WHEREAS, The replacement of the Supervisory Control And Data Acquisition system for the City's water distribution system is in the Capital Improvement Program, and WHEREAS, plans and specifications have been prepared and approved for this project, and WHEREAS, this project has been authorized for advertisement for bid, and WHEREAS, pursuant to a call for bids for the replacement of the Supervisory Control And Data Acquisition system for the City's water distribution system the following bids were. received: Contractor Automatic Systems Co. Dynamic Systems, Inc. Instrument Control Systems, Inc. System Control Services, Inc. Total Bid $182,000.00 $215,800.00 $198,159.00 $161,995.00 WHEREAS, upon analysis of the bids the apparent low responsible bidder is System Contol Services, Inc., in the amount of $ 161,995.00. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that System Control Services, Inc. of St. Paul, Minnesota be awarded the bid for a replacement Supervisory Control and Data Acquisition system for the City's water distribution system in the amount of $161,995.00. DPW /City Engineer City Hall 16200 Eagle Creek Ave. SE Prior Lake, MN 55372 Re: SCADA System; City Project No. 98-05 (BRAA File No. 56601B) Dear Mr. Ilkka: Bids were opened for the above referenced project on July 27, 1998 at 10:00 a.m. Four (4) bids were received as follows: System Control Services: Automatic Systems: Instrument Control System: Dynamic Systems: $161,995 $182,000 $198,159 $215,800 The engineer's estimate prepared by Bonestroo and Associates was $162,000. The engineer's estimate was not given out during bidding in accordance with City policy. System Control Services has completed SCADA system projects designed by Bonestroo and Associates for the cities of Ramsey, Apple Valley, and Cottage Grove. These projects were successfully completed. I contacted Ron Smith of System Control Services this morning regarding their ability to complete the project by the specified completion date of April 30, 1999. Mr. Smith assured me that they will complete the project on schedule. In summary, Bonestroo and Associates recommends that the City of Prior Lake award the SCADA System project to System Control Services on the basis that they are capable of completing the project and low bidder. At the October 6, 1997 City Council meeting the Council approved going forward with the reconstruction of wellhouse #3 and replacing the SCADA system prior to beginning construction of well #6. At the March 2, 1998 City Council Meeting the Council approved the plans and specifications and authorized the advertisement for bids for the reconstruction of wellhouse #3. At the April 6, 1998 City Council meeting the Council awarded the reconstruction of wellhouse #3 to EnComm Midwest, LLC. in the amount of $307,083.00. This was $123,000 below the engineer's estimate. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNI1Y EMPLOYER FISCAL IMPACT: SCADA.DOC Based on the Council action at the October 6, 1997 meeting plans and specifications for the water SCADA system have been prepared. Plans are available through the City's consultant engineer (Bonestroo). Councilmembers interested in reviewing these plans should contact the City Engineer to arrange a review. The new SCADA system will monitor the operation of, and connect all of the City's key water distribution facilities via radio to a main computer control center at the maintenance center. These facilities include 3 wellhouses, two water towers, and the Wilds booster station. Th'e current system is dependent upon the phone system which is subject to interuption. The current main control center is located within wellhouse #3 which requires personnel to go to this location to check and monitor th.e water system. The current controls have been corroded by' the chemical environment in the . wellhouse and have been rendered unreliable. ISSUES Equipment lead time requires this contract be let now and awarded as soon as possible in order to be installed upon the completion of wellhouse#3. A sanitary sewer SCADA system is currently programmed in the 1999 C.I.P. (Capital Improvement Program). Both SCADA systems will be monitored and controlled from the same main computer at the maintenance center. The main computer will be acquired now with the water system SCADA system. CONCLUSION The current SCADA system is unreliable and requires replacement in conjunction with the reconstruction of wellhouse #3. Replacement of the water distribution system SCADA system was approved at the October 6, 1997 Council meeting. Plans and specifications have been prepared and authorization for advertising for bids is recommended. The current estimate for the SCADA system is $162,000 and is proposed to be funded through the Trunk Reserve Fund. ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: SCADA.DOC There will be no fiscal impact by this action. The impact will be at time of contract award. . The alternatives for the Council to consider are: 1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR LAKE, MINNESOTA, plans and specifications for the replacement of the water distribution SCADA system are hereby approved and advertisement for bids is hereby authorized.
