HomeMy WebLinkAbout9B - Construction of the Library CITY COUNCIL AGENDA REPORT SEPTEMBER 8, 1998 9B PAUL HOKENESS, PARKS AND RECREATION DIRECTOR CONSIDER APPROVAL OF RESOLUTION 98-XX AWARDING BID FOR THE CONSTRUCTION OF THE LIBRARY/RESOURCE CENTER AND RESOLUTION 98-XX AWARDING BID FOR THE EXCAVATING, DEMOLITION, AND MOVING OF UTILITIES. DISCUSSION: Historv On July 20, 1998 the City Council authorized the advertisement and solicitation of bids for the Library/Resource Center. Two bid packages were prepared and distributed. , _ ._-l., Bid package #1 included the Excavation, Demolition, and Moving of Utilities, and was bid separately from the construction ofthe building. Bid package #2 included the construction of the building. Bid package #3 will take place later in the construction phase and will include millwork, carpeting and furnishings. The purpose for bidding three different packages is to take advantage of the sales tax exemption and to save money. Current Circumstances On Thursday, August 20, 1998 at 2:30 p.m. bid package #1 and #2 were opened at the Fire Station and the following are the tabulations for both bids: BID PACKAGE #1 TABULATION EXCAVATION, DEMOLITION, AND MOVING UTILITIES 1. ... ............Lloyd Yes 110,000 2. The Building Committee is recommending acceptance of the Alternates # 1 and #2. Each is described below: · Alternate # 1 is copper roof over the Resource Center. Though copper roofs are very attractive it was felt that the added expense could not be justified. The suggested roof will be a standing seam metal roof. · Alternate #2 is construction necessary to include a fireplace in the Library. We would recommend deleting this additional construction, (footings and flue work). Viereck Fireplace has agreed to donate and install the fireplace. In other words we can still have our fireplace with minor modifications to the building. · Alternate #3 is specialty lighting in the interior porch area. It was also felt that this lighting was not essential to the project. . Alternate #4 was lighting. The Committee felt that for safety reasons we should include this lighting. The cost of this alternate is included in the base bid. . Alternate # 5 was a custom flue that would be needed only if we selected the copper roof. With the deletion of Alternate #1 this is no longer an issue. Acceptance of Alternate # 1 and #2 brings the cost of the building construction to $1,960,300.00 with Fulco being the apparent low bidder. ISSUES: Lloyd Contracting, the apparent low bidder for excavation has a considerable amount of experience and is a very reputable firm. Fulco, the apparent low bidder for the building has experience building Libraries and most recently completed the Belle Plaine Library. Both vendors are recommended for award of bid. Staff also recommends that we waive the building permit related fees on this project as we did with the Maintenance Center and the Fire Station. CONCLUSION: If approved by the City Council the construction of the Library (the earthwork) could cornrnence as soon as Septernber 10th with ground breaking scheduled for September 17 at 6:30 p.m. K:\PAUL\AGDEN.REP\AGLIBBID.DOCCity of Prior Lake FINANCIAL IMP ACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: The original 1996 estimated budget for the Library/Resource Center was $2,500.000.00. We are pleased that the project is within budget and will continue to work during construction to achieve savings without sacrificing quality. 1.
