As with any project, issues will undoubtedly arise with respect to the 1999 Public Improvement
projects. Here are a few of the issues the Council can anticipate:
Area 1 - Why are the assessment rates contained in the feasibility report so low?
Area 2 - The magnitude of the assessment is proposed at 100% in accordance with the
assessment policy since this is the first time the street has been improved.
This area is a cul-de-sac and benefiting properties are easily identifiable.
Area 3 - The sewer line location will require the removal/relocation of resident fences/
storage sheds etc. The magnitude of assessment may also be an issue since
the assessment is 100%. This is a petitioned project by what appears to be
five of the eight property owners.
Area 4 - The project will need to be completed in conjunction with downtown
redevelopment efforts. This is a safety issue.
Area 5 - Timing of the improvement may be an issue. Actual construction is
anticipated for 2000 or 2001 but the City's financing of the project is proposed
for 1999 to avoid funding spikes or troughs.
Some other issues include:
1. The staff is proposing an assessment rate. What is an assessment rate and why is it being
proposed? \,)
2. When is the Special Assessment Hearing held? There are pros and cons for conducting
the h~aring befQre, dl.!Iing or after the projects are suh.staptially completed.

3. Should appraisals be done for properties which are considered typical in the project area.?
Appraisals can be helpful or a hindrance.
