LANOL LEICHTY, WATER RESOURCES COORDINATOR
CONSIDER APPROVAL OF RESOLUTION 98-XX
ACCEPTING QUOTE FOR CATES STREET CHANNEL
STABILIZATION PROJECT 98-11.
DISCUSSION:
HISTORY
This project is in the 1998 Capital Improvement Program as
part of the Water Resources budget. Its' purpose is to reduc~
the sediment load entering Prior Lake and stabilize the banks
of the channels that are experiencing erosion.
At the May 18, 1998 City Council meeting the Council
authorized WSB & Associates, Inc. to provide design
services for the Cates Street Channel Stabilization project.
The design has been completed and quotes from contractors
have been obtained.
CURRENT CIRCUMSTANCES
Right-of-entry forms will be used to gain access to those
areas where the City does not have easements over the
construction limits. There are five property owners that will
be affected by the Cates Street channel project. A meeting
was initiated with the property owners identifying the project
scope of work.
ISSUES
This project will take place in finished back yards. It is
therefore very important to establish and maintain a good
working relationship from the start between affected
residents, the city and contractor. It is also important to have
a contractor who is sensitive to such issues and has
experience with such projects.

Orange markings have been painted along the channel
corridor to show construction limits. Work is expected to be
completed by November 30, 1998 provided authorization is
given by October 23, 1998.
CONCLUSION
Fyles Excavating has walked through the project area and
has experience in "high sensitivity" projects such as this.
The cost of Projects 98-11 will be paid for from the Storm
Water Utility Budget. This project has been identified in the
Watershed's Clean Lakes Improvement Project as being
eligible for 50% cost share since it improves the quality of
water flowing into Prior Lake.
There are three alternatives for the City Council to consider:
1. Award quote for Project 98-11 in the amount of
$18,975.00 to Fyles Excavating.
2. Deny this item for a specific reason and provide staff with
direction.
3. Table this item until some date in the future.
A motion and second as part of the Consent Agenda to
award quote in the am unt of $18,975.00 to Fyles Excavating
for Project 98- 1.
