CONSIDER APPROVAL OF CHANGE ORDER NO. 1 TO THE
CONTRACT FOR RECONSTRUCTION OF WELLHOUSE #3.
DISCUSSION:
HISTORY
A contract for reconstruction of Well house #3 was approved by the City
Council on April 6,1998, Construction has progressed on schedule,
During the course of the construction process, changes have been
identified which should be made to the contract.
On November 13, 1998, (see attached memo) I advised the Council of
Change Order which I recommend to :
1, Assure that electrical conduits are installed to meet our Well #4, Well
#6 and SCADA needs,
2, Assure all safety requirements are met for sodium hypochlorite which
we use as a disinfectant in lieu of chlorine.
CURRENT CIRCUMSTANCES

The contractor is making considerable progress on the wellhouse, Most if
not all of the block work should be completed by the December 7th
Council meeting. Because of the aggressive schedule which calls for
completion of the wellhouse reconstruction by the end of December some
of these changes needed to proceed in order to not delay the contractor.
ISSUES
The reasons for the Change Order are twofold. Conduit needed to be
added so the building would be prepared for the wiring needed to serve
the new Wells it will contain and the SCADA system ($380). The largest
part of the Change Order ($8,738,00) is equipment we recognized
needed to be added to the project for safety purposes in dealing with
sodium hypochlorite.

CONCLUSION
Both changes are appropriate and recommended by staff. In retrospect
we probably would have recognized the need for these changes earlier in
the process if we had greater experience in wellhouse building
construction and the requirements associated with sodium hypochlorite,
FISCAL IMPACT:
This change in contract cost totals $9,118.00. The engineer's estimate
for the project was $403,000. Including this Change Order the anticipated
project cost is $316,201 or 22% under the estimate,
ALTERNATIVES:
There are two altematives for the City Council to consider:
1. Approve Change Order No,1 to the contract for reconstruction of
Wellhouse #3,
2. Deny this item and provide staff with direction.
RECOMMENDED
MOTION:
Motion and second as part of the consent agenda to approve Change
Order No, 1 to the contract for reconstruction of Wellhouse #3.

CONTRACT CHANGES
During the Building Permit review of the subject project a number of building code
related items came up that require additional work on the project. Most of these items
are a result of code interpretation differences between our Building Department and our
design consultant. The building permit was issued with these items as a condition of
approval. While the consultants experience in other communities have not required
these items, we feel they are prudent for our project. The required changes are
outlined below and in further detail in the attached correspondence.

Panic Hardware for chemical room double door.
In addition, it has been identified that the installation of some additional electrical
conduits at this time will facilitate the installation of our SCADA system as well as the
addition of a future well. The estimated cost of this additional conduit is $380.00.
The contractor's cost proposal for items 1,2,3 & 5 as shown in the attached is $7,873
(includes 4'x4' concrete apron). We still do not have a price on item 4.
The consultant is recommending each of the changes, and Doug and I concur.
While these items were identified early on and I have stressed the importance of getting
Council approval prior to undertaking any of the work, the contractor has had difficulty
obtaining prices from his subs. I have just received this pricing information. In an effort
to get these moving forward they have provided prices on most of the work. I am afraid
though that i~ order to avoid delay and potential claims for delay, some of the work
might need to be undertaken prior to getting this issue before the City Council. I would
therefore respectfully request your approval of the changed work with final pricing
approval from the Council at the December 7th meeting,
The Engineer's estimate on this project was $430,000. The contract is in the amount of
$307,083.00. There have been no previous changes to the contract. This project is
funded through the Trunk Reserve fund.

3. The first table shows a cost of $10,291 to complete the work items. This cost assumes that we
remain with polyethylene containment tubs.
4. The second table shows a cost of $8.738 assuming we use B concrete containment wallin lieu of
the polyethylene tubs. This Is a savings of $1,500 over polyethylene containment.
S. I think the concrete containment wall is a good Idea. However, I would like to confirm this with
Doug Hartman. I need to call the Contractor on Monday to let him know which option we're going
with.
