HomeMy WebLinkAbout5C - Water Tower Change Order MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT May 5, 2003 SC Makenzie McCormick, Public Works Coordinator Bud Osmundson, P.E., Public Works Director CONSIDER APPROVAL OF A RESOLUTION ACCEPTING A CHANGE ORDER FOR IMPROVMENTS TO THE TOWER STREET WATER TOWER, CITY PROJECT NO. 03-01 History On January 6, 2003, the Council accepted bids and awarded contracts for water tower reconditioning to Classic Protective Coatings and Champion Coatings. The purpose of this agenda item is to approve the change order for improvements to the Tower Street Water Tower. The Tower Street water tower is currently under reconstruction. The improvements included in this change order are installing a new hatch and condensate floor at the bottom of the dry riser and replacing the 16" butterfly valve at the base of the water tower. When emptying the water out of the tower so crews could begin construction, City crews found it was difficult to close the existing 16" valve. In fact, the valve never completely sealed and was leaking water. Because a faulty valve was found during the construction process, City staff feels now, while the water tower is out of service, is the best time to replace the valve. Otherwise, if crews wait until the water tower construction is finished and the tower is back in service, we will have to empty the water tower at a later date to replace the existing valve. The faulty valve was not found during the inspection, because the hired engineer relies on City staff to empty the water tower, which is done by opening and closing the 16" valve. The existing valve was working fine when City staff opened and closed it for the inspection that was completed in April 2000. The valve was again opened and closed when the tank was emptied in late March 2003 to begin the water tower reconstruction, and that is when it was found the valve was faulty. City staff recommends replacing the defective valve during this contract. City staff requested that the hatch and opening to the valve pit be modified with the tower construction. A new hatch and larger opening would make access to the valve pit much easier and safer for City staff. Since a new hatch was requested, the engineer suggested installing a new condensate floor with the new hatch. During the initial inspection, the engineer evaluated the condensate floor as structurally sound and could be rehabilitated by sandblasting and painting. However, since City staff requested a new hatch, the engineer recommended that the entire condensate floor be replaced. The new hatch in the floor will create easier access for City staff to get to the valve pit below, and will be easier to open. ,. I !: l:~1 fi~ l, Current Circumstances We requested change order prices for both the condensate floor and 16" butterfly valve. The contractor for the Tower Street Tower, Classic Protective Coatings, submitted bid prices which were reviewed by KLM Engineering, the City's engineer on the water tower reconditioning project. KLM Engineering compared the change order prices received from our contractor and deemed them comparable to market value. Conclusion The City's contractor submitted the prices of $5,200.00 to install the new condensate floor, and $5,125.00 to replace the 16" butterfly valve. The prices include all of materials needed and the work requested. The contractor also requested an additional 2-3 days to complete the added work. ISSUES: This added work requested by City staff will extend the life of the water tower. City staff recommends approving both items in the change order as requested. FISCAL IMPACT: Sufficient funds are identified in the City's Capital Improvement program to perform the reconditioning of the two water towers plus the additional cost for the condensate floor and 16" butterfly valve. The total amount of the two contracted bids is $997,527. The CIP estimate was $1,140,000. The total cost of the two change order items is $10,325. At the April 21, 2003 meeting, the City Council approved a change order to update the City logo on each tower. That change order totaled $10,150. Because the bids came in lower than the CIP estimate, there are sufficient funds to cover the additional expenses of this change order and the logo change order that was approved at the April 21 st Council meeting. The Wat~r and Sewer Utility (Operating) Fund is the source of the funding for the two towers since this is a maintenance item of existing capital equipment. ALTERNATIVES: The alternatives are as follows: 1. Approve a Resolution accepting the change order bid prices for the new condensate floor and 16" butterfly valve in the amount not to exceed $10,325. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason. 4/30/2003 RECOMMENDED Staff recommends alternative number 1. MOTION: REVIEWED BY: , ublic Works Director 4/30/2003 RESOLUTION 03-XX MOTION BY: SECOND BY: WHEREAS, City staff requests a new hatch and condensate floor be installed at the bottom of the dry riser in the Tower Street Tower pursuant to the water tower reconditioning project that was approved the January 6,2003 Council meeting; and WHEREAS, City staff requested the 16" butterfly valve be replaced pursuant to the water tower reconditioning project approved at an earlier Council meeting, because the existing valve was found to be defective; and WHEREAS, Classic Protective Coatings submitted a change order bid price of $5,200.00 for the new hatch and condensate floor; and WHEREAS, Classic Protective Coatings submitted a change order bid price of $5,125.00 to replace the 16" butterfly valve; and WHEREAS, According to the CIP, there are sufficient funds in the Water and Sewer Fund for the additional work requested. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, 1. The recitals set forth above are incorporated as if fully set forth herein. 2. The City Council authorizes the expenditures from the Water and Sewer Utility Fund for the installation of a new condensate floor and 16" butterfly valve at the Tower Street water tower in an amount not to exceed $10,325.00.
