HomeMy WebLinkAbout5H - Metropolitan Council CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: NOVEMBER 16, 1998 5H JANE KANSIER, PLANNING COORDINATOR DONALD RYE, PLANNING DIRECTOR CONSIDER APPROVAL OF RESOLUTION 98-XX REQUESTING THE METROPOLITAN COUNCIL GRANT A FOUR MONTH EXTENSION OF THE DECEMBER 31, 1998 DUE DATE FOR REVIEW OF THE CITY OF PRIOR LAKE COMPREHENSIVE PLAN FOR CONSISTENCY WITH AMENDED METROPOLITAN COUNCIL POLICY PLANS Historv: Minnesota Statutes require all that cities and counties in the metropolitan area submit a 2020 Comprehensive Plan to the Metropolitan Council by December 31, 1998. The City of Prior Lake adopted the 2010 Comprehensive Plan in 1996. However, this plan must be updated to comply with the State Statute. Current Circumstances: Most of the City of Prior Lake 2010 Comprehensive Plan is consistent with the Metropolitan Council Regional Growth Plan. There are some components of this plan which must be updated to reflect the 2020 planning period. These include the transportation, sanitary sewer, and some of the land use components of the plan. The City has contracted with a consultant to update the transportation component of the plan, and is considering other consultants for the sewer component ofthe plan. The remaining components will be updated by City staff. Other work priorities, including the new zoning ordinance, have not allowed staff to concentrate on the Comprehensive Plan until recently. It is therefore necessary to request this extension. The Issues: The attached resolution is the City's formal request to the Metropolitan Council for an extension. Due to the volume of plans which will be submitted in December, the Metropolitan Council staff has indicated they will have no objection to this extension. The staff recommends approval ofthis resolution. Bud{!et ImDact: The 1998 budget includes provisions for professional services to update the Comprehensive Plan, The City has also received a grant from the Metropolitan Council to help offset these costs. The requested extension will not affect these costs. The City Council has three alternatives: 1. Adopt Resolution 98-XX requesting the Metropolitan Council grant the City a 4 month extension of the December 31, 1998 due date for review of the City of Prior Lake Comprehensive Plan. 2. Deny Resolution 98-XX. 3. Defer this item and provide staff with specific direction. The staff recommends Alternative #1. Stat. ~473.175-473.871 (1996) requires that cities review and revise their comprehensive plans for consistency with Metropolitan Council policy plans; and WHEREAS, the Metropolitan Council has amended its policy plans; and has provided system statements outlining Council policy relative to the city; and WHEREAS, the City of Prior Lake is required to review its comprehensive plan for consistency with the amended policy plans and to prepare a revised comprehensive plan for submission to the Metropolitan Council by December 31, 1998; and WHEREAS, the City of Prior Lake has scheduled and budgeted to complete a major review and update of its comprehensive plan by May 1, 1999. NOW, THEREFORE, BE IT RESOLVED, that the City of Prior Lake requests that the Metropolitan Council grant the City of Prior Lake a 4 month extension to the deadline to complete its comprehensive plan; circulate the revised document adjacent governmental units affected school districts for review and comment; and, following approval by the planning commission and after consideration by the city council, submit the plan to the Metropolitan Council for review. Passed and adopted this 16th day of November, 1998.
