CONSIDER APPROVAL OF MAYOR'S RECOMMENDATION
FOR APPOINTMENT TO FILL THE VACANCY ON THE
PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY
Historv
Mike Gresser was appointed to the Economic Development Authority
for a term which expires on December 31, 2000. Mr. Gresser has
submitted his resignation to avoid any potential conflict of interest as
he may be involved in a development project in the community. The'
City Council directed that applications for the position be solicited and
interviews conducted by Mayor Mader, Councilmember Wuellner,
EDA Vice President Underferth and myself.
Current Circumstances
On Tuesday, November 10, 1998, interviews were conducted with the
four persons who submitted applications for this vacancy. The
applications are attached for City Council information. Mayor Mader
has been supplied feedback regarding the applicants from members of
the interview team.
The Economic Development Authority Bylaws state, "All vacancies in
the Board of Commissioners, whether caused by resignation
termination of Councilmembers, death or otherwise, shall be filled by
City Council Mayoral appointment with City Council confirmation".
Conclusion
The Mayor should make his recommendation for the person to fill the
vacancy and the Council should confirm, if they support the choice.
1.) Appoint and confirm one of the interviewees to fill the present
Economic Development Authority vacancy terminating December 31,
2000.

sector work experience, I am an economist. Most of my background has
been dealing with the profitable management of private property with a
strong understanding of credit and finance.

I have the real understanding of Newton's Law, "For every action there
is an equal bllt opposite reaction." One of the real reasons for government
is to facilitate the commerce of the people it was formed to serve. The
willingness of people to trade something, of which they have a surplus, for
something they want, is how growth is created. All this comes with the
competent understanding that not all development is for tangible goods.
