History The purpose of this agenda item is to accept the donation of $4,000 from the VFW for Veteran's Memorial Park and appropriate the funds within the Capital Park Fund for improvements including lighting the flag pole and sign, and adding a flower bed, sidewalk and stairs. For years, City staff has worked together with the VFW on numerous projects for Veteran's Memorial Park. Issues City staff has worked closely with members of the VFW to design a monument for Veteran's Memorial Park. The design includes retaining walls around flower gardens, installing a sidewalk and stairs to the monument, and adding lights for the flag pole and sign. In the.flower gardens, City staff will plant new flowers and shrubs. The improvements completed with this donation will enhance the amenities already enjoyed at Veteran's Memorial Park. Every year, the VFW organizes the annual Memorial Day celebration at Veteran's Memorial Park for the City of Prior Lake. This event includes a parade which ends at Memorial Park, a grave side ceremony with a cross presentation which represents those Prior Lake veterans who have fallen in past wars, and a performance of taps and a rifle squad salute. Each year, approximately 300-400 people attend this event at Veteran's Memorial Park. If Council approves this resolution, City staff plans to have the improvements done by Memorial Day of this year, in time for the annual celebration. Budget Impact The donation of $4,000 from the VFW is sufficient to cover the materials for the improvements to Veteran's Memorial Park. Installation of the sidewalk, stairs and electrical will be contracted out. In addition, the city's contribution to the project will be the labor to install the retaining wall and planting of flowers and shrubs. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 03-xx, recognizing and accepting the donation of $4,000 from the VFW for improvements to Veteran's Memorial Park by City staff, in an amount not to exceed $4,000. 2. MOTION BY: SECOND BY: WHEREAS, The Council recognizes and accepts a donation of $4,000 from the VFW; and WHEREAS, The funds will be appropriated within the Capital Park Fund for improvements at Veteran's Memorial Park; and WHEREAS, The improvements to Veteran's Memorial Park include adding lights to the flag pole and sign, and adding a flower garden, sidewalk and stairs; and WHEREAS, The donation will cover all of the material expenses, the hired services for the sidewalk, stairs and electrical, and City staff will complete the rest of the required labor. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council recognizes and accepts a donation in the amount of $4,000 from the VFW. 3. The City Council hereby directs that the funds be used to complete the improvements to Veteran's Memorial Park set forth in the staff report dated May 5, 2003. Passed this 5th day of May 2003.
