CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF ONE FOUR WHEEL REGENERATIVE AIR SWEEPER THROUGH THE
STATE COOPERATIVE PURCHASING PROGRAM FROM ENVIRONMENTAL
EQUIPMENT AND SERVICES OF ELKO, MINNESOTA
Introduction
The purpose of this agenda item is for Council to consider approval of purchasing
one four wheel regenerative air sweeper from Environmental Equipment and
Services of Elko, Minnesota and trade in of the City's existing unit.
Historv,
Yearly, as part of the Capital Improvement Program (CIP), the City adopts an
equipment replacement fund and matrix. The purpose of this equipment
replacement fund is to identify and budget for equipment and vehicles that need
replacement due to age and wear, or to provide for new equipment that needs to
be purchased. All equipment identified in the matrix is subject to Council
approval.
The approved CIP Equipment Replacement Fund calls for the replacement of the
existing 1991 Elgin Pelican mechanical sweeper with a four wheel regenerative air
sweeper in 2007. $155,952 was allocated for the purchase and approved by
Council.
Current Circumstances
Staff currently utilizes a 1991 and 2003 Elgin Pelican SE mechanical sweepers.
These machines are used simultaneously for spring clean up, chip clean up from
summer seal coating, and leaves in the fall. The 2003 model which has dual
gutter brooms is used through out the remainder of the year for any construction
or maintenance sweeping. Staff currently sweeps approximately 269 hours with
the 1991 unit and 567 hours with the 2003 unit for a total of 836 hours per year.
The comparatively small number of usage hours for the 1991 unit reflects its poor
cleaning performance and lack of dependability.
Rather than purchase the traditional broom sweeper, the Spring Lake/Prior Lake
Watershed approached City staff about the possibility of purchasing a
regenerative air sweeper. With their interest in this sweeping method, The City's
Water Resource Engineer, Ross Bintner, applied for a grant of $10,000 from the
Watershed to defray additional costs for a regenerative air sweeper over a
mechanical unit. As the attached report shows, the regenerative air sweeper is
more effective at collecting all forms of particulate from the street which reduces
lake pollution and speeds the street sweeping process.

As part of the grant, staff would map all areas draining directly to lakes without
holding pond treatment, and then collaborate with the Watershed to create a
sweeping policy that will designate the appropriate management plans for
designated areas, and opportune times to sweep.
Conclusion
Goals under Natural Resources element of the 2030 Vision and Strategic Plan
include adopting and implementing plans to monitor and improve surface water
quality, and work with the Watershed on water quality plans. With this in mind, the
Watershed has allocated $10,000 for the purchase of a regenerative air sweeper;
$7,395.36 for the capital upgrade of the sweeper, and $2,604.64 to cover staff
time for work with sweeping policy and tracking of it progress.
ISSUES:
Staff has completed investigation into all aspects of regenerative air sweepers,
including emissions from the chassis, operation, maintenance, and availability.
The State Contract expires December 31 and would not open again until spring
which would delay the use the sweeper for spring clean up. City specifications
require auxiliary vacuum boom to assist with the cleaning of over 240 storm water
structures and the addition of a stainless debris hopper rather than a steel hopper
to extend the life of the hopper.
FINANCIAL
IMPACT:
The City's 2007 Equipment Matrix allocates $155,952.00 for purchase of a new
sweeper. Provided below is a chart showing the model and make up of each unit
along with the costs associated.

Based on the bid tabulation provided, Environmental Equipment and Services
R:\Agenda Reports\2006\December 4, 2006\regenerative air sweeper agenda. DOC
provides the lowest cost option and the best trade in price for the City's existing
sweeper. With the addition of the stainless hopper upgrade and City standard
safety equipment, and the fact that MacQueen Equipment does not provide a
hopper upgrade to meet the City's standards for regenerative air sweepers, staff
recommends the award of purchase to Environmental Equipment and Services of
Elko, Minnesota as the lowest responsible bidder.
ALTERNATIVES: 1. Approve a resolution authorizing staff to purchase one four wheel regenerative
air sweeper from Environmental Equipment and Services, Inc. of Elko,
Minnesota with hopper upgrade and City standard safety equipment for a cost
of $144,833.73.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Council authorizes staff to purchase one four wheel regenerative air sweeper from
Environmental Equipment and Services, Inc. and accessories for a cost not to exceed $144,833.73.
3. The funding for this purchase will come from the Equipment Matrix Fund as part of the 2007-2011
Capital Improvement Program.
4. The Council hereby authorizes the disposal of the 1991 Elgin Pelican street sweeper by trade in as
part of this transaction.

A RESOLUTION APPROVING A GRANT AGREEMENT WITH THE PRIOR LAKE SPRING LAKE
WATERSHED DISTRICT FOR PURCHASE OF A FOUR WHEEL REGENERATIVE AIR SWEEPER

WHEREAS, The Equipment Matrix Fund in the 2007-2011 Capital Improvement Program allocates
$155,952.00 for the replacement of a 1991 Elgin Pelican sweeper; and,
WHEREAS, The Natural Resources vision element of the 2030 Vision and Strategic Plan include:
improved surface water quality and improved water quality plans and provide for new
and improved ways of managing street sweeping methods; and,
WHEREAS, The Spring Lake/Prior Lake Watershed District has approved a grant of $10,000.00 to
the City to assist with the purchase of a regenerative air sweeper; and,
WHEREAS, As a partner with the Watershed District on water quality issues the City of Prior Lake
accepts this grant contribution for purchase of the sweeper.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to enter into a Grant Agreement with the Spring Lake
Prior Lake Watershed District.
3. The grant amount of $10,000.00 shall be deposited in the Revolving Equipment Fund upon receipt.
