If the Council finds that development has not occurred within a reasonable period of time after original approval, it may direct the Planning Commission to initiate a rezoning to remove the PUD designation from the subject property. Staff prepared a report for Planning Commission consideration on March 23, 1998, which identified PUD districts in the City and summarized the development status of each. The report recommended that each PUD be continued. The Planning Commission accepted this report and forwarded it to the Council for review. Attached are Planning Commission minutes. 1. The City Council can accept the report as part of the consent agenda without directing further action. 2. The City Council can accept the report and direct further study of zoning revisions. Alternative #1. The Planning Commission is directed to submit a report to the City Council on the development status of each PUD District in order to monitor the development progress of each PUD District. In the event that the City Council would find development has not occurred within a reasonable time after the original approval, the City Council may instruct the Planning Commission to initiate rezoning to the original zoning district by removing the PUD district from the official Zoning Map. RECOMMENDATION: Staff has concluded the PUD's in progress are developing at an acceptable rate and no recommended changes in zoning or PUD status is recommended. ALTERNATIVES: 1. Accept the report and forward it to the City Council with no changes (or any stated changes) in zoning or PUD status. 2. Table or continue discussion of the item for specific purpose. In this case, the Planning Commission should direct staff to present specific information at the next meeting. The City of Prior Lake currently has nine PUD districts which are indicated on the attached PUD Inventory Map. Over half of the PUD's are completely developed. This report provides a brief history, site data, current development status and a recommendation pertinent to the disposition of each PUD. The seven PUD districts are identified as follows: PUD IN PROGRESS PUD 6-93 Cardinal Ridge PUD COMPLETED PUD 7-76 The Harbor PUD 82-12 Prior View PUD 8-82 and PUD 4-83 Sand Pointe PUD 9-93 The Wilds PUD 12-16 Tower Hill Apartment East PUD 5-83 Windsong On The Lake PUD 8-93 Westedge Estates The following is a summary of 1997 activity that occurred within the four PUD's in progress. A completed report detailing historical progress is on file in the Planning Department. Cardinal Ridge: Fifth and final plat was approved in August. 11 Of the 39 lots have been developed. Of the Fourth Addition, platted in 1996,23 of the 35 lots are developed and of the Third Addition, platted in 1995,28 of the 39 lots are developed. Prior View: In September, the City Council approved a PUD amendment and Preliminary Plat for a 61 unit "Assisted Living" facility. In October, a PUD amendment was approved allowing for single family detached "Golf Villas" in Sterling South. To date, one permit has been issued for Wilds 3rd Addition. None have been issued for Wilds Fourth, and three have been issued in Sterling South. Windsong on the Lake: There have been no developments in Windsong in 1997. The developer has made an application for PUD amendment in 1998 to incorporate additional lakeshore for increased dock space. This is currently at the Planning Commission level. No building permits were issued for this development in 1997. The final platting of Outlot A is anticipated to commence upon completion of C.R. 21 to match grades and coordinate engineering specification into the platting.
