CONSIDER APPROVAL OF RESOLUTION 98-XX
AUTHORIZING THE PREPARATION OF PLANS AND
SPECIFICATIONS FOR PARKING LOTS, TRAILS, AND
ROADWAYS AT MEMORIAL AND PONDS PARK.

The purpose of this agenda item is to authorize staff to proceed with the .
preparation of plans and specifications for the following 1998 Parks
Capital Improvement Program projects:
1. Memorial Park trail and parking lot
2. The Ponds Athletic Complex road, parking lot, and trails.
Memorial Park Trail and Parkinl2: Lot
Currently Memorial Park has one paved parking lot with 60 parking
stalls. One half of these stalls are used by baseball team members alone,
resulting in a shortage of parking areas for spectators and other park
users. The net result is considerable on street parking in the vicinity of
the park.
The proposed parking lot will accommodate an additional 36 parking
stalls. The trail will provide safe, handicap accessible access to the
grandstand, bathrooms, play structure, basketball court, and picnic
shelters.
The Ponds Road. Parking: Lot. and Trails
In 1997, the development of a road, parking lot, trails, and athletic fields
on the remaining 30 acres of land at the Ponds Athletic Complex began.
The first phase of this construction project was offset by a $42,000
Department of Natural Resources matching grant.
The proposed bituminous road and 44 stall parking lot will allow safe
parking and vehicle access to and from Mushtown Road. The road and
parking lot are necessary: 1) To provide a second egress/access to this
park. 2) To provide the necessary parking to serve the new park area and

amemtIes which include 2 baseball/softball fields, 2 soccer/football
fields, an archery range, picnic areas, and nature trails.
The trails are an important element to this project. As identified in the
Comprehensive and Strategic Plan, trail connections between
neighborhoods are desirable. These trails will connect Mushtown Road,
Woodridge Estates, and Wilderness Ponds neighborhoods together.
Also, these trails would allow for safe, handicap accessible access to the
athletic fields, play structure, bathrooms, archery range, and other
amenities within the park.
DISCUSSION:
The construction management, subgrade preparation, Class #5 placement,
and backfilling on these projects will be done by parks maintenance staff.
By doing so, we will save on these costs and allow a full commitment of
funding to the hard surface costs.

The total budgeted for these parking lots, trails, and road projects for
1998 is $227,000. Financing of these projects is through the Capital Park
Fund.

specifications for roads, trails, and parking lots at The Ponds Athletic
complex and Memorial park.
2. Table the Agenda item for a specific reason.

The total estimated costs for these projects is $227,000. These
funds are programmed through the Capital Park Funds.

AND SPECIFICATIONS FOR PARKING LOTS, TRAILS, AND ROADWAYS AT MEMORIAL
AND PONDS PARKS AS LISTED IN THE 1998 CAPITAL IMPROVEMENT PROGRAM

WHEREAS,
the following road, trails, and parking lot projects are scheduled for completion in
the 1998 Capital Improvement Program:
The Ponds Athletic Complex road, parking lot and trails
Memorial Park parking lot and trail
WHEREAS,
The City of Prior lake is committed to providing Trails, Parking Lots, and other
park amenities in accordance with the Comprehensive park and Trail Plan, and
WHEREAS,
trails provide our residents the opportunity to enjoy our City Parks, and
WHEREAS,
trails are an essential link between neighborhoods and business areas, and parks,
and
WHEREAS,
parking lots provide off street parking for park users and reduce congestion on
City streets, and
WHEREAS,
The City's Capital Improvement Program schedules this construction in 1998 and
allocates funds therefore, and
NOW THEREFORE, BE IT RESOLVED BY 1.l1.E CITY COUNCIL OF PRIOR LAKE,
Minnesota, that staff is authorized to proceed with the preparation of plans and specifications for Road,
Trails, and Parking Lot Improvement projects as set forth above.
