AUTHORIZING WSB & ASSOCIATES, INC. TO PREPARE
FEASIBILITY REPORTS FOR FRONTAGE ROADS IN THE
VICINITY OF TRUNK HIGHWAY 13 AND COUNTY STATE
AID HIGHWAY 42.

HISTORY
The City of Prior Lake, MnDOT, the City of Savage, and
Scott County have previously conducted a corridor study for
Trunk Highway (TH) 13 from TH 101 in Savage to the
southern limits of the City of Prior Lake. As a part of that
process the number, type, and locations of intersections
along TH 13 was reviewed and a long term access plan was
developed.
The corridor study included a recommendation that the
intersection of Commerce Avenue and TH 13 should be
reconstructed further south to provide a full access
intersection. The study also recommended that Boudin
Street and TH 13 become a right-in-right-out intersection.
Additionally, these intersections became a focus in recent
discussions about the proposed Rainbow development in
Savage, when the residents of Timothy Avenue raised
concerns about a traffic signal on CSAH 42 and access to
their neighborhood. As a result of those discussions Council
adopted resolution 98-23, copy attached, which directed
staff to investigate frontage roads from Rutgers Street to
Commerce Avenue and from Harbor Place to Rutgers
Street, and report back to Council. Resolution 98-23 further
directed that improvements to the TH 13, Commerce
Avenue and Boudins Street area be programmed in the
C.I.P. for completion as soon as feasible. A feasibility report
for this project is required to properly scope out the work and
identify funding sources.

CURRENT CIRCUMSTANCES
MnDOT and the City of Savage have gone forward with a
project to improve TH 13 from TH 101 to CSAH 42 which will
be constructed this season and completed in 1999. This
project was funded by the City of Savage with Cooperative
Agreement funding from MnDOT.
With regards to a TH 13 frontage road, we are currently
waiting for a MnDOT response to our proposal regarding
some disagreements the City had with the corridor study
recommendations. Once we receive their response we will
share it with Council, if it is satisfactory we will recommend
that the Council approve the Long Term Access Plan for TH
13 as amended for Franklin Trail North and South. Approval
of the plan will open the door for Cooperative Agreement
funding through MnDOT to pursue projects to improve TH 13.
in the City of Prior Lake.
In regards to one or more CSAH 42 frontage roads, there
will be a traffic signal at Rutgers Street and CSAH 42, but
there will be no other signals between TH 13 and Boone
Avenue. Under projected traffic volumes, someday that will
be the only intersection which will retain full access.
Therefore, it makes sense to provide for access and
connectivity for the neighborhoods.
Due to committments for the 1998 Improvement projects,
City staff does not have the time to perform this work. A fee
proposal was requested from WSB & Associates, Inc. to
perform this work for the City. WSB & Associates, Inc. is the
firm that worked with Savage and MnDOT to successfully
implement the TH 13 improvement between TH 101 and
CSAH 42. Their proposal to prepare feasiblity reports for all
frontage roads is $10,550. If only one report is desired the
cost would be $5,200 for the CSAH 42 frontage roads report
or $6,600 for the TH 13 frontage road report.
ISSUES
If any or all of these projects are to be incorporated into this
years C.I.P. update for implementation in the next five years
it is imperative that we move forward with these feasibility

reports now. As it stands, we will only have preliminary
results by the time the C.I.P. is reviewed by the Council.
TH 13 in the City of Prior Lake is, and will become more so,
a dangerous roadway. Implementation of the Long Term
Access Plan is one step in addressing this issue. In light of
this, does the Council believe these projects are worthy of
pursuing?
The proposed Rainbow developoment in Savage will draw
increased traffic to this segment of CSAH 42. These traffic
volumes will make it difficult and dangerous for residents in
the area to access CSAH 42. Frontage roads to Rutgers
Street will make access to CSAH 42 easier and safer. A
frontage road along CSAH 42 would require the
condemnation of several homes. The County would directly
benefit from such a project by eliminating private driveway
accesses from CSAH 42, and should cooperate on a joint
project.
CONCLUSION
The Council should consider the access issues in the vicinity
of TH 13 and CSAH 42 and approve studies for frontage
roads in this area. The studies will provide information on
which informed decisions can be made. To make a decision
regarding the viability of these projects, one way or the
other, in the absence of this information would be
improvident.
The cost to prepare feasiblity reports for all three frontage
roads would be $10,550. If only one report is desired, the
CSAH 42 frontage roads report would cost $5,200, or for the
TH 13 frontage road report, $6,600. It is proposed that
these costs will be advanced from the Construction Fund
and reimbursed at the time of construction through either
bond proceeds or assessments. As the proposed fees
reflect, there are efficiencies achieved by performing both
studies simultaneously.
There are three alternatives for the City Council to consider:
1. Approve Resolution 98-XX authorizing WSB &
Associates, Inc. to prepare Feasibility Reports for three

2. Amend and Approve Resolution 98-XX for any
combination of Feasiblity Reports.
3 Deny this item for a specific reason and provide staff with
direction.
4. Table this item until some date in the future.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,'
MINNESOTA, WSB & Associates, Inc. is hereby authorized to prepare feasibility reports for
three frontage roads in the vicinity of Trunk Highway 13 and County State Aid Highway 42 for a
fee not to exceed $10,550.

A RESOLUTION CONCURRING WITH SCOTT COUNTY'S REQUEST TO PROVIDE
A FULL ACCESS INTERSECTION AND INSTALLATION OF A TRAFFIC SIGNAL AT
THE INTERSECTION OF CSAH 42 AND RUTGERS STREET; CLOSING TIMOTHY
AVENUE AT COMMERCE AVENUE; RECOMMENDING NO CHANGE TO CSAH 42
AND TIMOTHY AVENUE INTERSECTION; AND DIRECTING STAFF TO INITIATE
STEPS TO ACCOMPLISH LONG TERM IMPROVEMENTS.

WHEREAS, the City of Savage has received a development proposal that requested a..
traffic signal at the intersection of Timothy Avenue and CSAH 42. and
WHEREAS, the traffic study concluded a traffic signal at the intersection of Timothy
Avenue and CSAH 42 was not feasible considering projected traffic
volumes. and
WHEREAS, the traffic study concluded that the Rutgers Street and CSAH 42
intersection is the appropriate location for a traffic signal. and
WHEREAS, a traffic signal at the Rutgers Street and CSAH 42 intersection is
consistent with Scott County access spacing guidelines and with the
current efforts of the CSAH 42 Corridor Study, and
WHEREAS, the City Council has held a Public Information Meeting to solicit public
input on this issue.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, the City of Prior Lake hereby concurs with the installation of a traffic
signal at CSAH 42 and Rutgers Street to provide full access to CSAH 42 from the
residential areas south of CSAH 42 in the City of Prior Lake and to proposed
development north of CSAH 42 in the City of Savage and that the costs of such
improvements be borne by the developer, the City of Savage, and/or Scott County.
BE IT FURTHER RESOLVED, that the City shall close Timothy Avenue at Commerce
Avenue concurrent with the improvement and installation of signal lights at the
intersection of Rutgers and CSAH 42, and

BE IT FURTHER RESOLVED, that improvements to the TH 13, Commerce Avenue
and Boudin Street area to a common signalized full access intersection with the intent
that it be programmed in the Capital Improvement Program for completion as soon as
feasible, and
BE IT FURTHER RESOLVED, that staff is directed to prepare a report for the City
Council to include a frontage road from Commerce Avenue to Rutgers Street in the
Capital Improvement Program and report back to the City Council, and
BE IT FURTHER RESOLVED, that staff be directed to investigate a frontage road from
Harbor to Rutgers and report the findings to the City Council, and
BE IT FURTHER RESOLVED, that the City of Prior Lake desires to leave the existing
Timothy Avenue/Commerce Avenue/CSAH 42 intersection "as is" as of the date of this
resolution subject to continuing discussions with the County, and
BE IT FURTHER RESOLVED, that the Timothy Avenue/CSAH 42 intersection be"
renamed Commerce/CSAH 42 upon completion of its separation from Timothy Avenue.
