MEETING DATE: AGENDA #: PREP ARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT MAY 4,1998 SF PAUL HOKENESS, PARKS & RECREATION DIRECTOR CONSIDER RESOLUTION 98-XX APPROVING THE PLANS AND SPECIFICATIONS FOR TRAILS, PARKING LOTS, AND ROADW A YS AT MEMORIAL AND POND'S PARKS AND AUTHORIZING THE SOLICIT A TION OF BIDS Historv: At the April 20, 1998 City Council meeting the Council approved Resolution 98-46 authorizing the preparation of plans and specifications for parking lots, trails, and roadways at Memorial and Pond's Park. The plans and specifications are completed and staff is requesting authorization to solicit bids for these projects. Current Circumstances: Plans and Specifications have been completed and are available in the Parks and Recreation Directors office. Issues: Memorial Park Trail and Parkin!! Lot Currently Memorial Park has one paved parking lot with 60 parking stalls. One half of these stalls are used by baseball team members alone, resulting in a shortage of parking areas for spectators and other park users. The net result is considerable on street parking in the vicinity of the park. The proposed parking lot will accommodate an additional 36 parking stalls. The trail will provide safe, handicap accessible access to the grandstand, bathrooms, play structure, basketball court, and picnic shelters. The Ponds Road. Parkin!! Lot. and Trails In 1997, the development of a road, parking lot, trails and athletic fields on the remaining 30 acres of land at the Ponds Athletic complex 16200IE~Q~~'M1s~~!Md?~~,t~hhg~6tk~~372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER began. The first phase of this construction project was offset by a $42,000 Department of Natural Resources matching grant. The proposed bituminous road and 44 stall parking lot will allow safe parking and vehicle access to and from Mushtown Road. The road and parking lot are necessary: 1) To provide a second egress/access to this park. 2) To provide the necessary parking to serve the new park area and amenities which include two (2) baseball, softball fields, two (2) soccer/football fields, an archery range, picnic areas and nature trails. The trails are an important element to this project. As identified in the Comprehensive and Strategic Plan, trail connections between neighborhoods are desirable. These trails will connect Mushtown Road, W oodridge Estates, and Wilderness Ponds neighborhoods together. Also, these trails would allow for safe, handicap accessible access to the athletic fields, play structures, bathrooms, archery range, and other amenities within the park. Conclusion: If this agenda item is approved by Council staff would advertise for bids and return to the Council on June 1 st for authorization to award the contract to the lowest bidder. We would hope to begin the projects in June and complete the projects in July of 1998. FISCAL IMPACT: The total estimated costs for these projects is $227,000.
