HUTCHINS, BUILDING OFFICIAL CONSIDER APPROVAL OF RESOLUTION #98-XX APPROVING RE-ROOFING THE SOUTH ADDITION OF CITY HALL AND REPLACING THE EXISTING ROOF DISCUSSION: History The existing south addition to City Hall was constructed in 1983, approximately fifteen years ago. It has a rubber membrane roof with ballast applied to it. The original building portion of City Hall (north side of the building) was re-roofed in 1996. The south addition was not re-roofed at that time because of a lack of funds. Current Circumstances The existing roof is now leaking, causing water damage to the interior area of the building. A fifteen year life span for a flat roof is typical. The Issues The current rubber roof is now leaking causing damage to the interior of the building. In 1997, we spent $1,500.00 to patch this roof to stop the leaks. Because there are a number of drainage ways on this roof, there is a considerable opportunity for leakage. Three roofing contractors were asked to provide quotations for the replacement. All the contractors agreed that the roof should be replaced, not patched. There have been three bids received. All bids are based on providing a Type VI GAF Materials Corporation build up, hot mopped GAF glass roof with a twenty year NDL (no 16200 Eagle Creek Ave, S,E" Prior Lake, Minnesota 55372-1714 / Ph, (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER dollar limit) GAF warranty which includes material and labor. All contractors are insured and have reference lists. The bids include the following: . Tear off the existing roofing down to the plywood. Clean up and haul away all debris from the premises. . Replace any deteriorated decking (if any) at a separate price based on labor and materials, above the contract price. Price for labor and materials would be $1.55 per square foot. . Mechanically fasten one layer of 2.7" isocyanurate roof insulation over the entire roof surface. . Mop one layer 1/2" wood fiber roof insulation over the entire roof surface. . Install four layers of Type VI fiberglass felt, running all felts up onto the base flashings. Each layer of felt will be mopped in solid with hot asphalt at a rate of no less than twenty-five pounds per square inch. . Flash all walls, curbs, chimneys, etc. with an additional layer of modified bitumen 160 mil flashing material, fasten and secure. . Install new pitch pans to replace the existing pitch pans. . Install new galvanized sheet metal plumbing stacks of two piece construction with lead tops. . Install one new pre finished sheet metal over flow scupper where existing is now. . Flood coat the entire roof surface with a final layer of hot asphalt at a rate of 60 lb. per 100 sq. ft. and embed washed roofing gravel in asphalt while still hot at a rate of500 lb. per 100 sq. ft. Items the City would be responsible for are as follows: . Preparing and repairing the west side yard due to the weight of the large trailer that is used to store the tear-off roof. I have talked to Paul Hokeness, Director of Parks & Recreation about having his department repair the yard. . Radio antenna and equipment attachment to the roof. Of the three roofing contractors bidding on the project, SELA Roofing and Remodeling, Inc. had low bids of $19,480.00 for a re-roof with a fifteen year NDL GAP warranty and $19,730.00 for a re-roof with a twenty year , ,. CONCLUSION: FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: NDL GAF warranty. The existing roof covering should be replaced with a new roof covering. Since we do not know when or if City Hall will be replaced, the twenty year warranty is recommended. Cost Recovery Analysis The existing roof is now leaking causing water damage to the interior of the building. The original existing roof was installed in 1983 and is fifteen years old. It's life span is now complete. Replacing the roof covering will prevent structural and aesthetic building components from further deterioration. Budget Impact The funds for installing a re-roof are not in the 1998 budget. The Council would have to appropriate the funds from the 1998 Contingency Fund. That account balance is $100,000.00. There are three alternatives for the City Council to consider: 1. Approve the expenditure of $19,480.00, including a fifteen year warranty, for re-roofing the south addition of City Hall and replacing the existing roof. 2. Approving the expenditure of $19,730.00, including a twenty year warranty, for re-roofing the south addition of City Hall and replacing the existing roof. 3. Deny the expenditure of funds for specific reasons and provide Staff with direction. Motion and second as part of the Consent Agenda to approve Resolution 98-XX appr ng re-roofing of the south addition of City Hall at a cost to exceed $19,730.00 to be drawn frOif:] gene undo -- RESOLUTION 98-XX RESOLUTION APPROVING RE-ROOFING THE SOUTH ADDITION OF CITY HALL AND REPLACING THE EXISTING ROOF MOTION BY: SECONDED BY: WHEREAS, the current existing roof on the south addition of City Hall, is now leaking and needs replacement; WHEREAS, the Staff received three bids on re-roofing with fifteen and twenty year warranties; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, to approve expenditure of $19,730.00 to SELA Roofing and Remodeling, Inc. to re-roof the south addition of City Hall with a twenty year warranty; and, BE IT FURTHER RESOLVED that the funds for this work be drawn from the Contingency Fund.
