HomeMy WebLinkAbout5C - Th 13 Corridor Study CITY COUNCIL AGENDA REPORT SUBJECT: JULY 6,1998 5C GREG ILKKA, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 98-XX APPROVING A LONG TERM ACCESS AND DEVELOPMENT PLAN FOR TRUNK HIGHWAY 13, AS AMENDED FOR FRANKLIN TRAIL INTERSECTIONS. DATE: AGENDA #: PREPARED BY: DISCUSSION: HISTORY A State Highway 13 Task Force, comprised of' representatives of MnDOT, Scott County, Prior Lake and Savage conducted a corridor study on Trunk Highway 13 from the south limits of Prior Lake, north to Highway 101 in Savage. The results of that study were presented to the governing bodies of each of the local governments in the fall of 1996 in the form of a Long Term Access and Development Plan. The Prior Lake City Council at the time approved the plan with modifications. A copy of the approving resolution is attached to this report. The Council wanted full access at intersections at Franklin Trail North for Norex I Lakers, and Franklin Trail South for Anna Trail. This modification was unacceptable to MnDOT who did not approve the plan and requested that Prior Lake re-consider their position. In February of 1998 the EDA considered options at Franklin Trail North and South. The EDA requested City staff meet with the MnDOT Project Manager to discuss these options at Franklin Trail, North and South to determine if they would be acceptable to MnDOT. At the meeting the City proposed for MnDOT's consideration and evaluation, an intersection configuration at Franklin Trail (north) that would provide raised median channelization for free left turn lanes for both north (to Lakers) and southbound (to Franklin Trail) TH 13 traffic. The restricted movements would then be the left turn out of Lakers to northbound TH 13 and the left turn out of Franklin Trail to southbound TH 13. There was some 162001~le Creek Ave, S.E., Prior Lake, Minnesota 55372-1714 / Ph, (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER misunderstanding of the plan at Anna Trail, and MnDOT confirmed they did not intend to close the existing access to Anna Trail, and they would not implement restrictions to Franklin Trail access until after the City's "Ring Road" connection was completed. Therefore, Franklin Trail South was a non-issue. CURRENT CIRCUMSTANCES MnDOT has accepted the proposals and revised the plan accordingly. A copy of the revised plan is included with this agenda report. MnDOT is now requesting City approval of the revised plan. The plan is identical to the previously debated plan with the exception of the Franklin Trail intersections as previously discussed. Approval of the plan will enable both the City and MnDOT to , better plan and participate in improvement projects in the future (i.e., EVP systems and intersection improvments). ISSUES As previously discussed, the issues were access configuration at Franklin Trail, both North and South. With MnDOT acceptance of the Franklin Trail North proposal and clarification of the intentions at Franklin Trail South there are no further issues that staff is aware of. CONCLUSION The revised plan addresses the City's concern about access at both Franklin Trail North and South. Approval of the plan will enable the City to propose improvement projects to MnDOT for Municipal Agreement funding. The installation of Emergency Vehicle Pre-emption systems at all Highway 13 intersections is such a project. Staff highly recommends approval of the Long Term Access and Development Plan as amended for Franklin Trail intersections. ALTERNATIVES: There are two alternatives for the City Council to consider: 1. A motion and second to approve Resolution 98-XX approving a Long Term Access and Development Plan for Trunk Highway 13, as amended for Franklin Trail intersections. ~ RESOLUTION 98-XX A RESOLUTION APPROVING A LONG TERM ACCESS AND DEVELOPMENT PLAN FOR TRUNK HIGHWAY 13, AS AMENDED FOR FRANKLIN TRAIL INTERSECTIONS. MOTION BY: SECOND BY: WHEREAS, the City has worked with MnDOT; Scott County, and the City of Savage to prepare a Long Term Access and Development Plan for State Highway 13,and WHEREAS, public informational meetings were held in 1996, and WHEREAS, an approved Long Term Access and Development Plan enhances the potential for MnDOT participation in funding proposed improvements to State Highway 13, and WHEREAS, approval of the Long Term Access and Development Plan will help the City, its businesses and residents plan for the future. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, the Long Term Access and Devlopment Plan prepared by MnDOT and the State Highway 13 Task Force and as shown on Exhibit A (attached), is hereby approved. BE IT FURTHER RESOLVED, the City shall plan for a trail to be added along the entire length of Highway 13. Passed and adopted this 6th day of July, 1998. A trail be added along the entire length of Highway 13 and 2. There be full access at intersections shown at Franklin Trail North for Norex / Lakers and at Franklin Trail South for Highway 13 / Anna Trail intersection to maintain access to Prior Lake business areas.
