1998 CITY COUNCIL DIRECTIVES STATUS REPORT
DISCUSSION:
Current Circumstances
The purpose of this agenda item is to review the status of
various directives the City Council has made to the staff to
accomplish certain work during 1998.
In an effort to assure that Council concerns are addressed,
the staff maintains a list of "Directives". The directives are
organized on an annual basis. During the first half of
1998, the City Council referred fifty four directives to the
staff for completion. Of those, a total of forty six are
complete, one is ongoing, and seven are in progress and
incomplete at this time. For those that are incomplete, we
have provided an estimated date of completion. In
addition, there are three directives remaining from 1997.
Issues:
If the Council has questions on the staff interpretation of a
directive or its present status, the July 6 meeting would be
an appropriate time for such a discussion.

recommendations on land that does not currently serve a
public purpose.
Initiate a process to approve an official map showing
the ring road as part of the Priordale area
redevelopment.
Review TH 13 Task Force Study Results and reach

Prepare Bluff Ordinance definition to protect the slope
and slope stability of bluffs for Council consideration
and approval.
Develop Return for Investment evaluation on purchases,
incorporate into agenda report.
Check whether City of Prior Lake committed to a town
meeting on the Amphitheater Proposal in letters to
residents.
Workshop agenda items: Cable TV Utilization and City
Council Bylaws
Place ad in Prior Lake American and provide copies of
City Council Applications.
Write a letter to those homeowners affected by the new
flood plain re~ulations.
As part of new zoning ordinance, clarify language in
bluff ordinance by adding diagrams, and defining
"landing" and "deck" so they may not be interposed.
Consider applying bluff ordinance to lots outside
shoreline district.
Have suggestions for February 13th and 14th Workshop
Agenda to City Manager.
Meet with representatives from Sportsmen's Club,
Snowmobile Clubs, and Prior Lake Association, DNR,

City Attorney
Sheriffs Office, etc., to discuss the lake accesses and
thin ice issues for next year to see if there is a
coordinated way to implement appropriate safety
measures for snowmobiles, thin ice, etc. for next winter.
Report to Council on how the City can better regulate
problems of residential noise such as dirt bikes.
As part of new zoning ordinance, address rooftop
screening and landscaping requirements for commercial
buildings.
Calculate the cost of cable-casting all advisory body
meetings for the remainder of the year and report to
City Council.
Check to determine if there are engineers who will
provide a certification of slope stability as required by
the new bluff ordinance language. If none can be found,
then consider what if any amendments are appropriate
to the new bluff ordinance.
Staff investigate the process by which proceeds of land
sales could be placed in redevelv!,U1ent fund.
Strategic Plan and Purchasing Policy as workshop items
within 60 days.
Reconsider CSAH 42/ Rutgers / Timothy intersection to
reach solution acceptable to Savage, Scott County, and
Prior Lake.
Recommend whether the sidewalk along Northwood
Road should be plowed in Winter 1999 together with
annual maintenance policy review.
Provide a report to the Council which recommends on
or off street ~arkin1k for fisherpersons along CSAH 21.
Report to the Council regarding alternate accesses for
use once Shady Beach is closed.

12 from TH 13 to CSAH 17.

Arrange City Council and Tribal Council dinner
Advise Lake Advisory Committee of the
InflowlInfiltration concerns of City Council along
Northwood-be aware.
Pete Schenck would like to help develop a Web site and
Internet options with staff. Include cost analysis and
what City intends to gain.
Check with Savage on the possibility of a Joint Powers
arrangement for stri1Jing ball fields.
Research Wensmann/Pike Lake issue regarding
overhead cost reduction.
Check with LAC, PAC, PC, EDA to see if they want
meetings cablecast.
Negotiate agreement with Spring Lake Township in
accordance with original draft of sewer and water
agreement and staff recommendations.
Prepare a resolution with findings of fact supporting the
planning commission decision to deny a setback
variance for a trash enclosure-Burdick properties.
Staff explore putting a stop sign at Blind Lake Trail and
Wilderness.

Bring bluff ordinance back to Council for discussion.
Write a letter to petitioner confirming that
grandfathering with respect to building permitlbluff
ordinance.
Staff prepare a report regarding trees in the boulevard
and decorative street lighting.
Ask Planning Commission to provide recommendations
to clarify bluff ordinance. Focus on: 1) Defining the
term "engineer's certification"--clarify and determine if
a synonym is better. 2) Identify the type(s) of structures
which should be subject to the engineering required by
the ordinance.
Contact youth group and arrange for a presentation for
the May 4 meeting identifying what has been done,
present status and proposed activities. Provide a written
overview to Council with agenda packet if possible.
Establish process/policy for handling requests by
residents for stop signs. Look at incorporating manual
on uniform traffic control devices.
Install 30 MPH signs as appropriate along Blind Lake
Trail.
Establish Task Force consisting of representation from
the neighborhood, Sportsmen's Club, Law Enforcement,
City Council and staff to evaluate and provide
recommendations to the City Council by July 1
regarding winter usage of Shady Beach Access.
Check to determine whether no parking with trailer
signs are installed within 2500 feet ofthe Shady Beach
access.
Ask DNR whether Grainwood Fishing Pier could be
moved to Lakefront so that parking can be provided.
